WORK CONTEXT
CESVI has been working in Palestine since 1994 with emergency and development projects. In the waste sector, CESVI has been working with UNRWA; AICS; and EU funds, especially in Refugees camps of Tulkarem, Hebron and Shufat where it has built waste collection points, set up separate collection system and worked with local authorities to strengthened the governance system.
CESVI is the only NGO in Palestine active member of the national thematic working group on SWM, held by MoLG/JICA, gathering relevant donors and aiming at improving the coordination and synergies for the sector.
Objective of the project: Improve the efficiency and quality of the SWM system in Dheisheh refugee camp and its surroundings
Results:
A new SWM plan for Dheisheh camp is effectively implemented. All technical details (roles, responsibilities, machineries and tools, infrastructures, etc.) defined and agreed. All issues highlighted by project stakeholders are solved by the new SWM plan for Dheisheh camp and its integration with the surrounding areas.
The JSC of Bethlehem is efficiently carrying out secondary waste transportation from Dheisheh refugee camp and final disposal to the landfill, as per its contract with UNRWA.
The capacity of targeted stakeholders to manage solid waste is strengthened through a new primary collection system
A behavioural change among camp residents and other key target groups has been achieved and contributes to effective and efficient SWM in Dheisheh refugee camp and the surrounding area
A sustainable system for collecting and processing commercial waste is in place, covering the camp and the buffer area.
JOB DESCRIPTION
The collaboration will start in November 2023
The main duty station will be in Bethlehem with frequent travels in the West Bank.
The Solid Waste Management Expert will work in coordination with the Project manager, head of mission, and country admin.
Main tasks and responsibilities:
Solid Waste management planning:
- Finalize the implementation details of the new Solid Waste Management Plan for primary and secondary collection in Dheisheh Camp, adjusting it based on the evolving situation on the ground
- Coordinate with the project team to collect relevant data to make necessary adjustments to the SWM Plan
- Lead the design, execution and coordination of the activities related to waste management based on the SWM Plan
- Expand the KAP surveys and needs assessment related to the current waste management system in the project area, define activities accordingly, and organize the post-evaluation surveys required for the project indicators
- Provide technical support to the Project Manager for implementing the SWM Plan in the project area
- Define the monitoring system for the pilot phases of the new SWM plan implementation and supervise the related data collection in coordination with the project team
Waste separation and transfer:
- Provide technical oversight for the design and construction/rehabilitation of a transfer station
- Lead the project team in proposing pilot actions for waste segregation and recycling in project areas
- Evaluate the need for specific technical consultancies (e.g., expert in commercial waste value chain, business developer, environmental awareness, etc.) and manage the relationship with the service providers.
Coordination and representation:
- Represent CESVI in Solid Waste management related fora.
- Lead on direct coordination with UNRWA, JSC, municipalities, MOLG and other relevant stakeholders in the waste sector.
Other tasks and responsibilities:
- Support CESVI’s overall solid waste management portfolio and program design when needed.
- Participate in the development of a purchasing plan, including supplier interactions, BOQ preparation, and provider selection
- Support the design and execution of the behavioral change activities and surveys in coordination with the dedicated consultant and project staff
- Provide technical backstopping for CESVI activities, including reviewing studies, reports, technical documentation, and contributing to strategic decision-making and new project proposals
ESSENTIAL REQUIREMENTS
- University or Master degree in engineering, or related field with waste sector expertise
- Minimum of 5 years of progressive experience in technical coordination/management/consultancies for waste sector projects, program management experience, including experience directing and implementing programs in both protracted crisis and development contexts
- Minimum 2 years of experience in waste projects in developing countries: Specific experience of SWM planning and staff training
- Proven experience in strategic solid waste management (SWM) planning, with the ability to identify and propose solutions for specific challenges for different stakeholders
- Prior working experience in the Middle East and / or in the Occupied Palestinian Territory
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
- Solid diplomatic and leadership skills in managing a variety of internal and external relationships
- Capacity to acting effectively as a team member
- Good communication and leadership skills
- Self-motivated, flexible, resilient, able to take initiative and work independently
- Excellent problem-solving and analytical skills

WE OFFER
- Collaboration contract: 6 months renewable
- Salary: 2900 – 3300€ monthly/gross
