Working context 

WeWorld has been active in Mali since 2019. The main sectors of intervention are food security, nutrition, education and protection with special focus on children and IDPs. We implement emergency assistance and resilience projects for populations affected by conflict in Douentza, a resilience and vocational program in Bamako to increases urban socio-economic inclusion and protection, with a focus on vulnerable groups such as youth, women and displaced persons. The two program are funded by Italian Agency for Development and Cooperation. We implement a post- RRM food security program funded by ECHO. Currently we have a national representation office in Bamako, a field office in Douentza and an operational presence in Bandiagara.

Purpose of the Role

Under the direction of the Country Representative and in collaboration with the Country Representative and Project Managers, the Emergency Program Manager will oversee the overall management of one or more projects implemented in Mali in the Douentza and Bandigara regions and the supervision of the program in Bamako ensuring quality implementation through all phases: planning, activity follow-up, monitoring, and reporting. Additionally, the Emergency Program Manager can represent WeWorld in relevant humanitarian coordination platforms in coordination with the Head of Humanitarian Aid Unit.

MAIN TASKS AND RESPONSIBILITIES

Project Management

  • Lead the implementation of multi-sectoral projects, ensuring effective delivery in line with donor requirements and WeWorld’s policies
  • Prepare project planning documents, worksheets, and activity follow-up mechanisms, including general/specific activity plans, procurement plans, and M&E plans
  • Oversee field staff works to ensure compliance with planning documents and implement corrective mechanisms when necessary
  • Prepare internal and external reports to ensure effective and timely information flow and reporting
  • Provide timely information on project progress, results, and challenges
  • Data collection and Management: compile, organize, analyze, monitor, and prepare data for situation reports, fact sheets, donor reports, briefing notes, and other reporting products and tools
  • Conduct field visits (depending on security conditions and clearance)
  • Ensure good coordination and communication between the Field and staff and the Finance/Accounting and Logistics/Procurement Emergency departments
  • Promote a harmonized approach and methodologies across different projects
  • Ensure the accountability of project implementation and support in establishing Feedback and Complaint mechanisms for each activity according to donor and WeWorld standards

Safety and security on Project implementation

  • Support in ensuring compliance and adherence to WeWorld emergency policies and procedures
  • Acts in close coordination with Security Advisor and the Emergency Coordinator on the planning of movement, operations related to project activities
  • Adheres to, and promotes, Safety, Security and Risk Policies, standards, plans and procedures and assists in ensuring the emergency local team follows security rules and procedures
  • Support the Emergency Coordinator in the development of emergency preparedness and contingency planning

Partnership and Networking

  • Participate in Cluster/Working Groups meetings and other coordination meetings as required
  • Develop and maintain regular, transparent, and accountable communication flows with project staff, HQ experts, and other relevant stakeholders (e.g., beneficiaries, community leaders, local/national government officials, UN agencies, and other NGOs)
  • In coordination with the Country Representative, provide effective WeWorld representation to project donors, national and local authorities, partners, and other relevant stakeholders
  • Contributing to the production of communication products for donors and accompanying donors during field visits (depending on security conditions and clearance). Ensure the visibility of WeWorld and donors

Strategic Programme Development

  • Contribute to develop new project proposals in collaboration with the Head of Humanitarian Aid Unit and Sectoral Specialists
  • Provide strategic and technical guidance on key components of WeWorld’s Emergency Program in Mali to foster good practices and ensure that humanitarian minimum standards are met

The duties and responsibilities mentioned above are not exhaustive, and the role holder may be required to perform additional duties.

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge:

  • An advanced University degree or equivalent in the field of Law and International Law, Social or Political Science, Development Studies, International Relations
  • Knowledge of main donors’ policies and procedures
  • Fluent knowledge of French, both written and verbal
  • Good computer skills
  • Valid Driving licence

Professional Experience

  • At least 6 years of relevant professional experience in humanitarian settings
  • At least 5 years of international work professional experience as a Project Manager and managing a team
  • Proven experience in project proposal writing and reporting

DESIRABLE REQUIREMENTS

  • Fluency in English, written and verbal
  • Valid HEAT certificate
  • Advanced First Aid certificate/ trauma response
  • Good knowledge of the sub-Saharan context
  • Fluency in Italian, written and verbal

WHAT WE OFFER

Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex, hardship and accommodation based on place of work)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered

R&R: YES (5 days each 12 weeks – Daily Allowance covers costs of expenses for food, accommodation and travel)
