Purpose of the role
The Logistician and Procurement Officer will work closely with the Logistics Coordinator at the Bangui Pediatric Complex (CHUPB), and will implement procurement procedures and support hospital logistics managers in planning routine and extraordinary maintenance of CHUPB facilities and equipment.
Key duties
- To implement and document procurement procedures, including tenders, ensuring that all required documentation is available
- To manage and document the procurement of drugs, consumables, reagents, equipment, etc. in compliance with CUAMM’s and donors’ purchasing procedures, verifying the quality of local supplies in close collaboration with the pharmacist and project administrator, coordinating with the logistician coordinator in terms of customs clearance procedures and transitaire relations
- To ensure that each purchase is supported by the correct documentation and to ensure the correct and regular transmission of required documentation through proper archiving
- To ensure receipt and delivery of materials and equipment from abroad
- To assist in preparing and updating the procurement plan for various projects and to provide regular feedback regarding the progress of procurement procedures initiated
- To properly manage relationships and contracts with local and international suppliers
- To support the hospital maintenance unit staff to identify needs and priorities and process purchase requisitions, including bills of materials needed, to be shared with the CHUPB administrative and Project Manager
- To support the maintenance and CMAT unit staff in stock management and in the periodic creation and updating of inventories of materials in the warehouse
- To supervise the proper use of CHUPB vehicles in terms of logbook, routine and extraordinary maintenance within the defined needs planning
- To conduct periodic coordination meetings with the maintenance unit
- To train and supervise national staff
- To oversee the proper use of staff’s internet fleet
Requirements
- Previous professional experience in logistics and procurement in fragile countries and/or resource-limited settings, preferably with NGOs
- Excellent knowledge of the French language
- Aptitude for problem solving and organizational skills
- Dynamism, adaptability and flexibility
- Knowledge of PRAG procedures
TERMS OF CONTRACT
Type of contract: collaboration contract
Salary: TBD according to NGO salary grids and compensation policy (basic salary for the job position, with possible increase based on professional experience and country risk allowance)
Rest days: 2.5 days for each month of work, for contracts longer than 4 months
Flight ticket: one return flight for the first collaboration for up to 12 months
Health issues: the NGO provides health insurance and covers vaccination costs
Visa and permits: the NGO bears the cost and paperwork for visa, professional registration, work and residence permits
Accommodation: provided by the NGO, it is generally individual, depending on the logistical situation and the availability of accommodation in the workplace
Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker
R&R: 1 week of rest every 11 weeks of work, with allowance to cover costs
