Position: Emergency Logistics Manager

Accountable to: Emergency Coordinator

Works in coordination with: Emergency Finance and Logistics departments and sectoral specialists

Location: Temporarily Amman (Jordan), with frequent missions to the Gaza Strip and/or Ramallah/Jerusalem as required

Introduction

WeWorld has been present in the West Bank since 1992 and in Gaza since 1997 with a dual development and humanitarian mandate seeking new solutions to a long-standing crisis. The organization has been active in the fields of WASH, Shelter, Protection, Economic Development, Health, and Education and is funded mainly by the European Commission, UN agencies, the Italian Agency for Development Cooperation and other cooperation agencies. WeWorld in Palestine has 5 offices (central office in Jerusalem and field offices in Gaza City, Ramallah, Hebron and Tubas).

Working context

As a response to the current hostilities, WeWorld in Gaza is engaged in a multisectoral and multi donors humanitarian intervention to support, to address lifesaving needs. These aim to contribute to addressing the needs of Internally Displaced Persons (IDP) in different sites and hosting communities protecting people’s dignity.

Purpose of the Role

Under the line management of the Emergency Coordinator, the Emergency Logistics Manager will oversee procurement procedures and logistics for WeWorld’s Gaza Emergency Response, including transversal management of fleet, fuel, warehousing, premises, assets, and communication. The manager will ensure compliance with WeWorld logistics and donor procedures while managing and supporting the logistics staff involved in the Gaza Response.

MAIN TASKS AND RESPONSIBILITIES

Emergency Procurement

  • Oversee effective and streamlined supply chain management for WeWorld’s Gaza Response
  • Ensure strict adherence to WeWorld and donor procurement procedures and guidelines
  • Assist Project Managers in creating and updating Procurement Project Plans
  • Guide Project Managers in implementing correct procurement procedures
  • Handle international importation and exportation of goods (oPt, Jordan and Egypt), ensuring compliance with all relevant customs regulations and documentation
  • Manage relationships with customs brokers, freight forwarders, and regulatory agencies on international and humanitarian facilitated cargo/ shipping
  • Prepare high-level tender documentation and ensure compliance with all tender procedures
  • Draft and review Supply, Service, Works, and Framework Contracts
  • Follow up on contract implementation and completion to support timely payments
  • Ensure compliance with procurement procedures to prevent risks of fraud, collusion, and conflict of interest
  • Properly archive procurement documents and files to ensure organization and compliance for audits and reviews
  • Provide timely, accurate, and complete procurement-related documentation for interim and final reports, as well as for internal and external audits, in coordination with the Emergency Coordinator, Project Manager, and Finance Department

Coordination & External Representation

  • Coordinate and manage the Gaza Response Logistics team
  • Supporting senior leadership team members at local, regional and global levels
  • Develop and implement training and capacity-building programs for WeWorld staff to ensure continuous learning and role performance
  • Collaborate with the Emergency Finance Department to ensure correct payment terms and schedules for supplier payments
  • Liaise with the Procurement Department at regional and global levels
  • Adapt global tools to the local context with technical supervision and approval from the regional and HQ Procurement Departments
  • Engage with relevant stakeholders on Gaza operations, including context analysis and potential humanitarian corridors (Egypt and Jordan) and possibilities for international humanitarian shipments
  • Represent WeWorld in the Logistic Cluster and other INGO mechanisms, providing briefings to the Emergency Coordinator
  • Engage with the broader INGO and UN community for knowledge sharing and insights on the Gaza response

Emergency Logistics Operations

  • Support the country team in operationalizing field bases, warehousing, and distribution activities, particularly for emergency activities in Gaza
  • Ensure the Gaza team has adequate access to emergency communication modalities
  • Assist the Emergency Coordinator in emergency and contingency planning efforts for Gaza and security planning
  • Plan and execute large-scale distribution of humanitarian aid, ensuring equitable and efficient delivery to beneficiaries
  • Develop distribution plans that consider logistics constraints, security issues, and beneficiary needs
  • Contribute to the elaboration of the emergency response movement plan
  • Supervise fleet management and develop mission fleet management SOPs, reviewing and updating them periodically
  • Oversee the correct use and maintenance of organizational premises (offices and warehouses)
  • Manage contract follow-ups for premises, utilities, and facilities
  • Implement a streamlined asset/equipment management system, including coding, follow-up, and handover processes
  • Coordinate with Emergency Teams to ensure an efficient and highly functioning supply chain
  • Implement quality control measures to ensure the integrity and safety of resources
  • Identify potential risks in the logistics process and develop mitigation strategies
  • Resolve logistics-related issues promptly to avoid disruptions in supply chain operations
  • Conduct in depth context analysis and stay abreast of all rapidly evolving logistical parameters within Gaza

The duties and responsibilities mentioned above are not exhaustive, and the role holder may be required to perform additional duties.

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge:

  • Degrees/qualifications in logistics, trading, international relationships, law, project management, engineering
  • Good knowledge of the social and economic Palestinian context and the Palestinian market
  • Excellent knowledge of written and spoken English
  • Valid Driving licence

Professional Experience

  • Minimum 5 years of proven experience in Emergency procurement and logistics and managing a team.
  • Previous experience in working with International NGO/UN in the context of Gaza is an asset

DESIRABLE REQUIREMENTS

  • Knowledge of the Arabic language, written and verbal
  • Valid HEAT certificate
  • Advanced First Aid certificate/trauma response

WHAT WE OFFER

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first months of contract

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work)

Accomodation: Guesthouse at the duty stations

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered
