CVM Country Representative, Ethiopia, responsible for CVM operations in Ethiopia.

CVM (Community Volunteers for the World) is a leading international non-profit organization founded in 1978. We are dedicated to promoting the rights of people to live and work with dignity through various initiatives, including WASH (Water, Sanitation, and Hygiene), HIV/AIDS prevention and treatment, education and training for orphaned and street children, and the empowerment of disadvantaged girls and women. Responsibilities:
Represent CVM in Ethiopia with partners, donors, other NGOs, and international institutions.
Programme Management and Quality Management: Ensure leadership and program quality by overseeing and guiding the Project Managers.
Ensure that all projects are implemented in coherence with the CVM strategy and country context and that contingency plans and corrective measures are applied whenever needed.
Monitor and supervise planning of project activities, ensuring effective delivery in line with all donors’ regulations, country legislation, and professional standards.
Supervise the high-quality compilation and timely submission of all internal and external reports.
Lead the development of cross-cutting themes in project design and implementation.
Ensure quality criteria and indicators are monitored and lead to decision making.
Coordinate with the Project Managers and Finance Manager in Itlay to ensure satisfactory management of project budgets.
Project Coordination and Implementation:
Lead CVM projects implementation within its area of intervention ensuring complementarity and synergy, and set targets are met,
Support the development of donor proposals in close collaboration with relevant staff and local authorities at the field level and HQ to secure and develop the program operational scope.
Support the development of operational and technical tools and frameworks.
Ensure that operations implemented are in accordance with the local culture and the mandate and values of the organization.
Negotiate, develop, and ensure the implementation of partnership agreements in the area of intervention.
Ensure that procedures, tools, and guides are updated and implemented.
Strategic Direction:
Collaborate with the Project Manager in Italy to develop a long-term strategic vision.
Identify funding opportunities, initiate data collection initiatives, and develop competitive, responsive proposals in collaboration with the Projects Coordinator and projects team.
Support and maintain strategic alliances and partnerships with a wide range of stakeholders, including national and local authorities, donors, multilateral agencies, partners, and CVM HQ.
Institutional Representation:
Represent CVM at higher-level events, including International Seminars, National Conferences, National meetings and provide feedback to the HQ coordinator on relevant issues.
Provide effective CVM representation to donors, national and local authorities, partners, and other relevant stakeholders in the country.
HR Management:
Supervise and mentor project staff, including setting performance objectives and establishing a supportive environment while emphasizing accountability.
Ensure proper communication within the project team and between teams, making sure that strategy decisions and future endeavours are shared transparently.
Ensure transparent, equal, and inclusive recruitment, management, and training of human resources in accordance with the policy and procedures.
Foster an inclusive and diverse work environment and ensure that the highest standards of conduct are observed.
Financial Control and Monitoring:
Ensure rigorous financial control and compliance with CVM’s financial policies and procedures.
Monitor and manage project budgets in collaboration with the Finance Manager, ensuring all expenditures are within budgetary limits and properly documented.
Oversee financial reporting and ensure timely submission of accurate financial statements to donors and HQ.
Implement robust financial monitoring systems to track project spending and identify potential areas for cost-saving.
Conduct regular financial audits and reviews to ensure transparency and accountability in the use of funds.
Requirements:
Academic and Job Experience
Degree in social or political science, development studies, economics, international relations, project management, human rights, or related field.
5 years of relevant working experience in humanitarian or development settings, working with international NGOs in managing international cooperation projects funded by institutional and private donors
Knowledge of main donors’ policies and procedures (EU, UN Agencies, Italian Cooperation).
Proven knowledge and experience in projects in gender development, child development and rights, and relevant international conventions.
Proven experience in project cycle management and project proposal writing.
Management Experience
Strong interpersonal relationships, good communication, and leadership skills.
Ability to perform under stress conditions.
Ability to make and take decisions
Capacity to work autonomously and in problem prevention/resolution.
Proven organizational skills and ability to effectively manage multiple tasks while fostering team spirit and positive working relationships with colleagues.
Integrity in line with humanitarian principles and ethical standards and cultural, gender, religion, and age sensitivity and adaptability.
Availability for frequent travel to rural and disadvantaged areas.
General
Fluent in speaking and writing in English
Good computer skills, particularly MS Office package.
Availability for a period of preparation in Italy.
