General context of the project

Over 40 years of conflicts and political turmoil have taken a massive cumulative toll on the people of Afghanistan. A total of 18.4 million people, almost half of the total population, have been estimated by the UN to need humanitarian assistance prior to recent events. Severe droughts are recurring in Afghanistan, currently resulting in nearly 14 million people in acute food insecurity, with over 3 million children facing severe malnourishment. The recent displacement of 550,000 people is adding to an estimated 2.9 million people who remain internally displaced and in need of humanitarian assistance, while winter months are around the corner.

INTERSOS has been working in Afghanistan since 2001, with a country office in Kabul, and field bases in Kandahar and Zabul provinces. In recent years INTERSOS has been focusing its assistance based on integrated community-based approach that includes primary health care (including sexual and reproductive health care), nutrition and protection programmes serving conflict-affected populations, particularly in hard-to-reach areas, with a special focus on socially excluded individuals, including women, children and persons living with disabilities.

With its operational approach and active engagement with the communities, INTERSOS has been enjoying strong community acceptance and operational access. All INTERSOS activities continue to be implemented in Afghanistan at present time, with no operational restrictions and with full inclusion of female staff.

It is widely anticipated that Afghanistan’s humanitarian situation may deteriorate further, given that the international support to key essential and social services – food aid, health, education, and other essential services, is currently frozen. Although humanitarian aid can not replace this gap, the international assistance that prioritises urgent humanitarian needs will be essential.

At the same time, unless the operational environment with all its impediments (including in relation to banking/cash transfers and counter-terrorism measures) does not improve, the response will continue to be a challenge.

Recognising that the humanitarian situation in Afghanistan will require a more intensified international humanitarian assistance, INTERSOS remains in Afghanistan to deliver its ongoing activities, and potentially scale up its response.

General purpose of the position

Support the Project Manager on project design, planning, administration, implementation, monitoring and evaluation of the project activities, data analysis and progress reporting, and enhance teamwork and capacity building in order to ensure the delivery of quality aid to beneficiaries and their communities.

Main responsibilities and tasks

Program

  • In coordination with the Project Manager prepare, follow up and update the project activities work plans, ensuring timely and quality implementation in compliance with the defined project strategy and donor guidelines
  • Participate and support the implementation and development of relevant activities including assessment and monitoring
  • Conduct research and provide support for assessments of community needs
  • Organize the logistics of the visits
  • Analyse the results of the assessment and provide input to develop intervention strategies and budgets based on community needs, cultural and environmental appropriateness and feasibility
  • Support the Project Manager to draft proposals and project plans to be shared with the stakeholders
  • Check on team members’ progress during the phases of the project
  • Monitor progress on regular basis and give suggestions on timely manner for corrective actions, if necessary
  • Attend regular meetings with field staffs to discuss programme progress and results, develop action plans and take corrective measures as required
  • Actively participate in coordination meetings if requested
  • Liaise and maintain regular contact with the stakeholders
  • Supervise movements of staffs
  • Upload project materials to the DB and platforms

Administration

  • Collect and check field financial documents (invoices, receipts, attendance sheets, etc) and guarantee the delivering of them to coordination finance office
  • Supervise the payment of project staffs
  • Support the Project Manager in the administrative aspects of the recruitment process
  • Complete other administrative tasks for Project Manager

Reporting

  • Compile data and create reports for the Project Manager
  • Contribute and ensure that regular reports on field interventions (weekly, monthly, quarterly and annual) are prepared
  • Ensure that regular financial reports (monthly, quarterly and annual) a
  • Any additional tasks delegated by the Project Manager

Required profile and experience

Education

  • BA in International Affairs, Development, International Political Economy or other relevant field

Professional Experience

  • 2 year’s relevant work experience in humanitarian project/ programme, including financial management and logistics responsibilities.

Professional Requirements

  • Proposal writing knowledge
  • Familiarity with international donors is preferred
  • Mission language essential. Local working language
  • Strong writing and editing skills in English with close attention to detail
  • Essential computer literacy (word, excel and internet)
