General context of the project

INTERSOS has been present in Iraq since 2003 and currently operates in the governorates of Ninewa, Salah Al Din (SAD), Erbil, and Sulaymaniyah. Its major operational presence in the field is in Ninewa, especially in western Ninewa, where it implements projects in several districts. INTERSOS’ thematic areas of intervention are protection, education, and health. The INTERSOS coordination office is located in Erbil, with bases in Mosul and Telafar in Ninewa governorate, as well as in Tikrit and Sulaymaniyah, and a programmatic presence in other areas of Ninewa, SAD, and the Kurdistan region. By mid-2023, INTERSOS Iraq has 244 national staff, 16 expatriates, and more than 200 volunteers. Applying an integrated programmatic approach,

INTERSOS provides vital services to women, men, girls, and boys in the displaced, refugee, and host communities in its focus areas. In the protection sector, INTERSOS is a major player in

Iraq and provides a comprehensive package of protection services. These services include protection monitoring (reporting to UNHCR and the protection cluster on the most urgent protection problems and trends, including beneficiary profiling and direct referral to specialized services), MHPSS services, case management (for GBV, child protection, and PwSN), legal assistance, counseling, and representation in court. INTERSOS is increasingly basing its protection work on a Community-Based Protection approach aimed at empowering local populations to address their protection concerns as Iraq, in general, transitions from a humanitarian to a development context. In the education sector, INTERSOS supported access to formal and nonformal education services for Syrian refugees and displaced Iraqis in camps and cities, particularly in Kurdistan. Health programs include support for the provision of free and integrated primary health care (PHCC), implementation of a pilot project to strengthen the diagnosis and treatment of noncommunicable diseases in primary health clinics, and facilitation of outreach health services through community health volunteers (CHVs).

General purpose of the position

Managing the implementation of the Community-Based Protection project funded by AICS in two governorates of federal Iraq (Ninewa and Salah al-Din), the Project Manager will be responsible for the overall implementation of project activities and the operational and financial management of the intervention, in collaboration with mission colleagues from other departments.

Main responsibilities and tasks

Program:

  • In collaboration with technical coordinators, supports the identification of humanitarian and financial needs, analysis of the humanitarian context, risks, constraints, prevention and mitigation measures, and, in particular, protection issues, concerns, and context actors.
  • Ensure the technical quality of project implementation and provide technical advice to field staff and partners, in close coordination and interaction with technical coordinators/mission staff to ensure consistency and harmonization of implementation methods, tools, approaches, etc
  • Maintain a commitment to and ensure a community-based approach throughout the project cycle

Project management (AICS-funded project):

  • Under the supervision of the Country Program Coordinator, responsible for directing, monitoring, and supervising the overall project implementation
  • Coordinate the planning and execution of project activities in order to achieve the desired goals and results within the project-defined timeframe.
  • Ensure action compliance with donor rules and regulations, in collaboration with logistics, finance department, human resources and other staff.
  • Ensure the execution of all tasks listed below, following INTERSOS and AICS regulations.
  • Perform other duties as requested by the line manager.

Administration/finance and logistics:

  • Responsible for managing the AICS project budget, ensuring proper control and tracking of expenditures and development of forecasts in line with project duration and objectives
  • In coordination with the Finance Department, draft project variants and revisions when necessary and in a timely manner, in accordance with donor requirements.
  • Coordinate with the Logistics Department to ensure that procurement and other logistical needs of the project are met to ensure efficiency and quality of implementation.

Monitoring and reporting:

  • Work with the MEAL team to implement the project’s MEAL plan, ensuring proper measurement of indicators and progression of project activities against objectives, noting deviations from objectives and proposing corrections.
  • Conduct regular field visits to project sites to ensure the quality of the intervention in accordance with internal and donor standards.
  • Develop and supervise the institutional memory of the project, keeping written records of its development, to disseminate INTERSOS results, lessons learned and improve awareness.
  • Produce monthly reports and contribute to interim and final reports in accordance with donor rules and regulations and INTERSOS’ internal project evaluation tool, ensuring accurate data collection and timely submission.
  • Document and share lessons learned with the INTERSOS program team and other stakeholders interested in community-based protection approaches.

Human Resources

  • Coordinate and supervise project staff, plan and distribute tasks and workload among the team, and monitor their progress, results, and constraints through regular work meetings and feedback mechanisms.
  • In coordination with the HR department and relevant managers, identify training needs, build capacity, coordinate, supervise, and motivate staff, support ad hoc training sessions and on-the-job training, provide follow-up and individual coaching, conduct end-of-mission evaluation of team members, and guide internal communication in order to facilitate people’s integration and professional development.
  • Ensure the proper implementation of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, identification, staff development and internal communication), in coordination with the Human Resources Department.

Required profile and experience

Education

  • Degree in international development, social sciences, sociology, anthropology, or related field.

Professional Experience 

  • Minimum 3 years of professional experience working in managerial position in the protection sector in humanitarian/development context

Professional Requirements

  • Technical experience with protection approaches, in particular community-based protection
  • Experience with project cycle management incl. HR and finance/administration
  • Experience with AICS highly desired
  • Experience working in the Middle-East region highly desired
  • Excellent communication and interpersonal skills, as well as demonstrated cultural sensitivity and the ability to work well with colleagues from diverse cultures and social backgrounds

Languages

  • Fluency in Italian and English is mandatory.
  • Knowledge of Arabic highly desired.

Personal requirements 

  • A high degree of flexibility
  • Willingness to travel frequently and to live and work in remote environments; resistance to stress and ability to adapt to changing circumstances
  • Ability to work under pressure and meet deadlines
  • Strong time management skills, resourcefulness and attention to detail
