COOPI is looking for an Emergency Coordinator in Sudan

COOPI responds to the needs of the most vulnerable populations in Sudan since 2004, including refugees, Internally Displaced People (IDPs), Returnees and vulnerable communities through an integrated WASH, Food Security and Livelihoods and Shelter approach. Key target groups include women and children, especially female- and child-headed households and unaccompanied minors, as well as the elderly and people living with disabilities. As part of the programmatic approach, COOPI mainstreams Disaster Risk Reduction (DRR), Climate Action, Gender and Protection, and focuses both on life-saving interventions as well as building long-term resilience through community-based programming. COOPI works in Khartoum, Gedaref, Kassala and North Darfur States. COOPI is currently implementing projects funded by USAID, AICS, and UN agencies.

Description of the role

COOPI is looking for an Emergency Coordinator in Sudan with appropriate experience in emergency settings. COOPI has a consolidated presence in the country through a multi sector program focused on the humanitarian assistance of IDPs and local communities located in urban and rural areas. COOPI is now boosting its humanitarian interventions in Sudan mainly focusing on WASH, S/NFIs, Livelihood and Food Security, DRR and Protection sectors with the objective to strengthen related basic services to vulnerable people in areas of the country most affected by the recent crisis. Under the direct supervision of the Head of Mission, the Emergency Coordinator ensure the direct set up, coordination and follow up of the emergency programme, with particular focus on the humanitarian response in the three regions where COOPI has strategically decided to intervene. In particular he/she will ensure the overall strategic planning, set up and management of new emergency interventions in the areas affected by the crisis.

Main responsibilities

Assessment, Programme Design and Planning

  • Under the guidance and direct supervision of the Head of Mission and with the support of Head of Emergency Unit, ensures the implementation of in-depth emergency assessments with focus on COOPI’s core sectors: WASH, S/NFIs, Livelihood and Food Security, DRR and Protection
  • Coordinates the initial set up and development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy
  • Assists and advises the Head of Mission on securing donor funding (mainly ECHO, UNICEF, BHA, AICS, WFP) for emergency projects
  • Together with the E-Unit in HQ, the Regional Office and the SVICO, lead the projects design and proposals preparation and submission for institutional and public funding and ensures in coordination with the HoM the linkage with the existing strategy

Emergency Project Management and Implementation

  • As direct line manager of the Projects Area Coordinators s/he supervise and coordinate the impelementation of the projects in the respective areas
  • In coordination with the Programme Unit s/he monitor the quality, the deadlines and the compliance with the contract signed with the donor and with COOPI and the donor’s procedures
  • Maintains ongoing surveillance of the humanitarian emergency situation and propose activities accordingly
  • In coordination with the Head of Mission, oversees and establishes partnerships with other INGO in order to ensure solid and multisectorial project proposals
  • Ensures adequate monitoring, reporting and acquittal of emergency response activities in accordance with COOPI International humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures

General Management, Representation and Leadership

  • In coordination with the Head of Mission, establishes and maintains constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other main stakeholders, including military forces where present and if necessary and through representation in the relevant humanitarian fora, as required
  • Creates the conditions to ensure effective teamwork and morale
  • Ensures that the HoM is kept informed about assessment plans and movements to field locations for which HoM should give the security green light

Human Resources

  • In coordination with the Head of mission and Project Area Coordinators, supports the recruitment of the emergency national team; manages, motivates, guides and supports the national team;Monitors ongoing human resources issues and makes recommendations and adjustments accordingly

Financial Management, Logisticsand Planning

  • Together with the Country/Admin officer supervises the accurate administration of the emergency projects and supervises together with COOPI Country Finance Officer the preparation of accounting documents for intermediate and final financial reports required by donors
  • Together with the Country Logistics Coordinator & Security Focal Point supports the logistics planning of the emergency intervention, with particular focus on new areas of operations expansion

Requirements

Essentials

  • Minimum 4 years relevant work experience in the humanitarian sector as Project Manager, especially in fragile and unstable environments
  • A minimum of 5 years of work experience in project formulation, implementation and coordination with an International NGOs
  • English is compulsory. Demonstrate experience with different donors compliance and reporting
  • Flexibility, ability to perform and assure high accuracy in work under high level of stress
  • Service Orientation
  • Leadership, people management and development, teamwork and cooperation
  • Capacity to work in volatile security environment and to adapt to basic living conditions
  • Understanding of humanitarian operations principles, standards and best practices
  • Knowledge of monitoring tools and systems
  • Prior experience in working with communities, internal displacement and/or refugees and in complex emergency settings

Plus

  • Arabic knowledge desirable
