Short description of Istituto Oikos:
Istituto Oikos (www.istituto‐oikos.org) founded in Milan in 1996, operates in Europe and in developing countries to promote the responsible management of natural resources and spread more sustainable models of life as tools for both socio-economic development and fighting poverty. Istituto Oikos has been operating in Mozambique, and in particular in the Province of Cabo Delgado, since 2012, with programs for the conservation and management of natural resources. Since 2022 Istituto Oikos has opened an operational office in Nacala Porto (Nampula Province) where are currently working 6 people. Istituto Oikos has a PSEA policy that the successful candidate must respect and promote.
Offered Position: Project Manager and Nacala Field Office Coordinator
Salary and level of employment: to be defined on the basis of work experience and qualifications held
Duration: 1 year
Collaboration starts: September 2023
Place of work: Nacala Porto (Nampula Province, Mozambique) and projects target areas, with missions to the main office in Pemba (Cabo Delgado Province)
Objectives of the position:
Under the supervision of the Mozambique Country Coordinator she/he will:
- implement the assigned Project and manage all its technical and administrative aspects;
- coordinate the management of Oikos office in Nacala Porto, including the supervision of operational staff, and support the implementation of ongoing projects;
- function as a Base Security Officer.
Main responsibilities:
For the role of PM
- Ensure the proper technical and financial progress of the project assigned to him/her;
- Coordinate the activities of assigned project in order to achieve their objectives within the timeframe and procedures agreed with the funders;
- Coordinate all phases of the project cycle and relations with donors and project partners;
- Coordinate and produce interim and final technical reports required within the timeframe and according to the procedures of the donor.
- Supervise all administrative aspects and collaborate with the Project Administration and Reporting Unit;
- Prepare, in collaboration with the Project Administration and Reporting Unit, the Plan of Accounts (SAL), using Oikos internal procedures and formats;
- Handling relations with partner, stakeholder and donors under the supervision of Mozambique Country Coordinator;
- Coordinating the project staff involved in the project (Project Implementation Unit – PIU), identifying the activities to be carried out by each identified figure, supervising their work and the achievement of objectives;
- Ensuring access to project information for all staff;
- Prepare TORs for all project staff, consultants and supervise the recruitment process, according to Oikos internal procedures.
- Support the Country Coordinator in institutional relations and formal requests with institutions, partners and local and international donors
- Support the preparation of project proposals to be submitted for project co-funding and/or intervention strengthening.
For the role of Nacala Field Office Coordinator and Base Security Officer
- Ensure – with the constant support of the Country Coordinator – the supervision, coordination and implementation of activities related to ongoing and future projects in Nampula Province
- Ensure the application of Oikos’ internal procedures and operating instructions, with special attention to human resources procedures, purchasing procedures, safety procedures, code of conduct, etc. and report staff violations in accordance with Oikos procedures
- Represent Oikos in relations with the Districts’ Governments, partners, local institutions, donors and any other stakeholders
- Ensure, in collaboration with the Country Administrator, proper and transparent planning and management of the resources required for the sustainability of Nacala office
- Coordinate and supervise the operational staff
- Organize regular team meetings, periodically checks the leave situation of staff, propose and take action in case of violation of the code of conduct
- Ensure communication and co-ordination between the Nacala Office and the Pemba Head Office
- Support in the identification and elaboration of intervention strategies and new projects in Nampula Province.
- Ensure that all the necessary safety measures according to local and internal procedures are duly implemented.
- Being responsible for the security of the Nacala base according to Oikos security procedures in accordance with the position.
Requirements:
- University level qualification (preferably in the environmental field)
- In-depth knowledge and experience in international cooperation projects (at least 3 years of experience in project management in similar contexts)
- Skills in representation, relations and negotiation at different levels
- Strong aptitude for problem solving
- Excellent ability to plan, manage and monitor activities
- Excellent knowledge of English language.
- Demonstrated experience in developing, promoting and working in partnership with local/national authorities
- Familiarity with financial management of projects, in particular with regard to design and preparation of tender documents, procurement and general administration, logistics.
Additional requirements:
- Knowledge of Portuguese language
- Prior experience in Mozambique
