TYPE OF CONTRACT Paid – 1 year (with prospects of continuity). An onboarding and training period with the outgoing Country Director and the Area Director is provided, at the end of which, the Organization reserves the right to assess the suitability of the new hire to cover the role.

NECESSARY REQUIREMENTS Experience in human resources management, project implementation and management.

With this intervention Emergency aims at restoring the access to health services for the remained population Donbas’ rural district affected by the war.

Access will be ensured providing primary health services in the rural areas through mobile clinics in order to reach also the most remote and deprived by services area of the district.

The intervention will be performed with the collaboration of Ukrainian medical personnel in the rural areas supervised directly on the field by international Emergency’s experts who will guarantee on one side the support to the local team and the respect of the humanitarian principle of neutrality and independence.

The Project is tailored to be flexible and ready to be adapted in various locations, due to the extreme volatile context of the intervention.    

The Country Director (CD) supervises EMERGENCY’s projects within the country and is responsible for identifying possible areas of development and funding opportunities that he or she defines together with the Area Director and the Medical Coordination Unit (MCU).

In line with the vision of the Organization, the CD represents EMERGENCY to the country’s authorities, donors, press, and other stakeholders.

The CD is also responsible for the safety of EMERGENCY’s projects in the country. This responsibility involves maintaining constant contact with the heads of various security departments and Ministries in the country.

The CD reports directly to the Area Director of the Field Operations Department (FOD).

DUTIES AND RESPONSIBILITIES

COORDINATION OF ACTIVITIES WITHIN THE COUNTRY
The CD will have to:

  • Coordinate activities in support of EMERGENCY projects, ensuring collaboration between Medical Coordinator and non-health staff, in agreement with the FOD Area Director, Medical Division Coordination (MDC) and relevant Desks (FOD).
  • Oversee the implementation of processes to achieve the goals set forth in the Strategic and Action Plan, monitoring progress in accordance with the Area Director.
  • Oversee and coordinate relationships between projects to ensure smooth operation and distribution of resources.
  • Ensure that all department managers are aware of their assignment and have all means and resources to carry it out.
  • Directly oversee the activities of the Grant Manager, Project Administrator and HR Field Manager.
  • Participate in the preparation of projected expenditure budgets and project proposals in the country, and present the budget to Administration and Grant Management offices.
  • Oversee Program expenditures (CD has signature authority on expenditures above a certain threshold).
  • Support staff planning, coordinating with the FOD HR Department.
  • Contribute to the staff evaluation process, ensuring that each Non-Health Department Manager, supported by the HR Field Manager, evaluates the performance of staff reporting directly to him/her and consults with him or her on any actions that impact salary or impact position review. He or she also shares with the FOD Desk Managers and the HR Department the end-of-mission evaluations of International Non-Healthcare Staff reporting directly to him or her, giving indications on possible contract renewals.

REPRESENTATION

The Country Director, on behalf of and in constant coordination with the Area Director, represents EMERGENCY in relations with local authorities, institutional donors, diplomatic missions, the international community, civil society, the press and all other stakeholders. With the collaboration of the MC, he or she manages relationships with the medical specialty schools and other health authorities in the country, which are functional to the health care activities of EMERGENCY’s Hospital.

SAFETY

  • External Security
    – is responsible for ensuring the proper implementation of security rules and organizing the network of institutional and informal contacts in all active projects.
    – Promptly informs the Area Director of security problems in the project/country.
    – Is responsible for keeping abreast of the geopolitical situation in the country.
  • Internal Safety
    – The CD is responsible for overseeing the implementation of the safety standards defined by the RSPP for all personnel present in EMERGENCY’s facilities (external workers, hospital staff and patients). He or she is also responsible for designating a focal point to ensure compliance with protocols related to workplace safety, fire prevention and management, food handling protocols, X-ray exposure, electrical safety, occupational hygiene and safety, specific hazards (work at height, confined spaces, equipment, manual handling of loads, computer screens), and any other aspect identified by the RSPP.
  • The Country Director establishes any restrictions on the movement of international staffin the country, in specific areas and in particular parts of the city and oversees the application of EMERGENCY’s protocols and code of conduct for all staff.

NEW PROJECTS AND FUNDINGS

The CD is responsible for identifying and sharing with the Area Director any areas of development of existing projects in the country and proposing new projects to be implemented. Furthermore, with the support of the Grant Management and Foundations offices, he or she is committed to identifying possible donors present in the country or interested in supporting the projects. The CD collaborates in the drafting of reports, project proposals and all the necessary official documentation for fundraising purposes.

SPECIFIC REQUIREMENTS

  • Education in one of the following areas: Economics, Law, International Relations, Diplomatic Sciences or Political Science
  • Prior experience in coordination, management and implementation of Programs abroad (or in related senior management roles in complex contexts) of at least 3 years. Experience in hospital facility management will be a plus
  • Budgeting and monitoring skills and knowledge of financial planning
  • Knowledge of major institutional donor funding lines and procedures preferred
  • Experience managing complex teams (people management)
  • Results oriented with solid workload and stress management skills
  • Excellent communication and interpersonal skills
  • Diplomatic and people-oriented approach
  • Fluent knowledge of the English language (minimum level required: C1)

REQUIRED AVAILABILITY

1 year of stay abroad including a period of paid leave to be agreed with the Area Director.
An initial period of onboarding and training is envisaged with the outgoing Country Director and Area Director, at the end of which the Organization reserves the right to assess the suitability of the new hire for the role.
