Working context 

WeWorld supports people in overcoming emergencies, and it strives to guarantee that everyone can have a decent and dignified life as well as opportunities and a better future. In March 2022, WeWorld launched humanitarian operations to provide relief assistance to Ukrainian refugees in Moldova, and internally displaced persons in South-Western Ukraine (Odessa Oblast). Psychosocial support and Education in Emergencies (EiE), food (fresh fruit and vegetables) and non-food items (hygiene items, school supplies and winterization items) distribution, are among the main sectors of WeWorld response to the Ukrainian crisis. Focusing mainly on vulnerable children and women, WeWorld provides support to the most vulnerable groups residing in the refugee accommodation centres (RACs), such as the Roma community, and to refugees hosted in private accommodations in Chisinau and Criuleni districts in Moldova, as well as to IDPs residing in temporary shelters and host communities in Reni and Izmail districts in Southern Ukraine.

Purpose of the role

WeWorld is recruiting a Gender and Protection Officer who works under the direct responsibility of the Country Representative and with the support of the Global Protection Expert.

The Gender and Protection Officer will provide technical oversight of protection activities in Moldova, as well as overseeing WeWorld Protection integrated programing. S/he will ensure that activities under his/her supervision are implemented in compliance with minimum standards and WeWorld SOPs, Code of Conduct, PSEAH and child safeguarding policies.

S/he responds to the Programme Coordinator to ensure protection activities are implemented in line with the overall objectives of the projects/programs.

S/he will actively participate in coordination meetings related to protection within the UNHCR-led Refugee Coordination Forum in Moldova.

MAIN FUNCTIONS AND DUTIES

Strategy

  • Development of a Protection/Gender strategy in Moldova, in line with WeWorld Protection tools and methodologies.
  • Operationalize Gender and Protection through its policies, strategies, action plans and tools.
  • Guarantee highest quality of data analysis to produce evidence-based protection analysis to be used for awareness and advocacy.
  • Support in development of an advocacy strategy.
  • Provide capacity building, analysis, sensitization and coaching of the Gender and Protection team.
  • Facilitate and/or conduct trainings sessions and awareness processes for the missions’ staff on Gender and Protection.
  • Represent the organization’s gender and protection interests linked with the value proposition to external stakeholders at relevant meetings, working groups, events.
  • Digitalization of gender and protection data with the collaboration of IT&ISM department.
  • Promote the respect of WeWorld Code of Conduct, Prevention from Sexual Exploitation, Abuse and Harassment Policy (PSEAH), Child Safeguarding Policy (CSP), ensuring the policy’s implementation and prompt notification of the CSP/PSEAH Focal Point with any information regarding potential breaches of the policy.
  • With the support of the Global Protection Specialist, ensure the implementation of the Individual Protection Approach (IPA, https://cpainitiative.org/fr/) of WeWorld as based on the specific context of intervention in Moldova.

Technical supervision

  • Provide technical support and assistance to projects teams on protection activities and mainly in surveys design, planning, implementation, ensure that reporting is done with high quality based on technical feedback.
  • Ensure consistency of the implementation of WeWorld Protection operational interventions in all targeted communities and areas of intervention.
  • Coordinate the contextualization and promote improvement of identification, assessment, support, and referral linked to other duty-bearers.
  • Conduct systematic coaching for the staff to Integrate Protection, and improve collection, management, analysis, and systematization of related data.
  • Plan, elaborate, and ensure proper data collection and analysis.
  • Ensure AGD mainstreaming in all WeWorld projects and proposals.

Activities Implementation

  • Develop protection activities and work plans.
  • Provide capacity building to Mission staff and implementing partners on protection topics, especially Integrated Protection, Gender, Child protection and PSEAH, as well as service mapping and referral pathways.
  • Develop and supervise the implementation of protection tools for the Missions based on WeWorld Guidelines, taking in consideration the analysis of both context and existing local capacities.
  • Contribute to the inclusion and the analysis of Age, Gender, and Diversity (AGD) in different steps of the project cycle.

External representation and Coordination

  • Work closely with key external stakeholders in the areas of Intervention, including maintaining and creating strong referral pathways though WeWorld CPA platform.
  • Ensure WeWorld active presence in the Protection Sector and relevant sub-working groups, such as GBV and Child protection, and collaborate to collective exercise such as the Joint Protection monitoring.
  • Represent WeWorld with external stakeholders working in the protection sector.

Reporting

  • Contributes to the internal and external reporting for Protection related issues.
  • Contributes to the technical development of a protection strategy of intervention and activities for new project proposals.

Job Specifications

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Knowledge in humanitarian project management.
  • Knowledge/Studies in Humanitarian Aid, International Cooperation/development, Gender and/or Protection specific studies
  • Fluency in written and verbal English is mandatory.

Professional experience

  • Minimum of 3 years of experience in NGOs, including project management experience in the field, and experience with international public donors. Mixed field and HQ experience is an asset.
  • Humanitarian sector knowledge and experience with projects focus on mainstreaming or integrating gender and protection as cross-cutting themes in advising, producing tools, consulting, and training roles.
  • Previous experience/strong knowledge in partnerships, referral mechanism community engagement.
  • Representation experience with institutions and participation in coordination meetings.
  • Experience in data analysis and protection monitoring.

DESIDERABLE REQUIREMENTS

  • Knowledge of Romanian and Russian would be considered as an asset.

WHAT WE OFFER

Type of contract: a first 3 (three) months collaboration contract subject to evaluation; a second collaboration contract of 5 (five) months renewable, following the positive evaluation of the first three months of contract.

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; schooling, flights for children and insurance coverage for children)

Other conditions: Tax Treatment: equal tax treatment between Italian and foreign residents is guaranteed

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered
