WORK CONTEXT
CESVI has been working in Haiti since 2009, implementing its projects in the field of emergency, children’s rights, food security and watershed management in the South, North and West departments.
Currently actions are concentrated in Port-au-Prince (PAP). In response to the impact of a deteriorating humanitarian situation in Haiti, CESVI in consortium with other international organization will implement a multi-sector response addressing the inflation- and violence-driven economic crisis, with its resultant negative impacts on the food security of vulnerable populations. The intervention will take place in Port au Princei neighbourhoods (communes of Carrefour, Delmas and Port-au-Prince).
The project under approval focuses on four main axes: Health and Sanitation, Early recovery market, Protection, Cash assistance.
Specifically, CESVI will focus on cash for work activities, early recovery market support with activities dedicated to local CSOs and individuals, creation or strengthening of a VSLA (Village Savings and Loan Association) system in selected areas of Delmas and Port au Prince.
JOB DESCRIPTION
The position is open to Haitian nationals and to Internationals.
The Project Manager will be:
- Ensure that project activities are implemented on time and according to the approved project documentation
Definition implementation and monitoring of project activities
Coordination with project partners for the activities to be implemented;
Ensuring the correct filing of project documentation
Financial management, procurement procedures and purchases related to the assigned project, in collaboration with the local administrator and under the supervision of the HQ admin function for the correct allocation of costs.
Management of project consortium’ relations, in coordination with the HoM
Drafting of reports and submission of documentation to the consortium lead (through the HQ) ensuring the achievement of the expected results foreseen in the project document for the related period
Ensure proper filing of project documents
Management of the relation with project’s stakeholders, involving the HoM when strategic for CESVI work in the country
Efficient management of the office, goods and means
Coordination with HQ and HoM for visibility activities related to the assigned projects - Human Resources management
Coordination of CESVI and partner’s staff assigning specific tasks and objectives to ensure the achievement of the goal of the project, according to MoU provisions.
Local staff selection and training according to the project’s activities and in compliance with applicable procedures and safe recruitment procedure
Direct coordination of project’s staff in agreement with the HoM recommendations, ensuring alignment with administrative and security matters - Implementation of HR Policy and Code of Conduct
Ensuring all new employees receive the HR Policy/Code of Conduct training as part of their induction;
Ensuring compliance with CESVI HR Policy and Code of Conduct within his/her area of responsibility;
Follow up and address HR issues appropriately. - Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA
Ensuring compliance with CESVI Safeguarding Policies and full implementation of Safeguarding measures within his/her area of responsibility throughout the projects activities;
Preliminary assessment of potential safeguarding risks and periodical review;
Development of project complaints and feedback mechanisms (PCFM) in accordance with CESVI PCFM Guidelines
Development of adequate tool for communicating with children/adults at risk and communities on safeguarding risks and safeguarding concerns reporting mechanisms
Organization of adequate capacity building, training, mentoring and advice to project staff, partners, volunteers and other associates - Security Management
Guaranteeing the respect of CESVI Security Plan and other rules and regulations on security, in close collaboration with the Security Manager/Security Advisor
Participating actively in security coordination mechanisms present in the Country
Guaranteeing that the original of essential project’s documents are kept safe and always ready to be transported, in case a quick re-location/evacuation is ordered.
Development of CESVI presence in the country
Participation in sectorial clusters, sharing periodical update with HoM
Support in analysis and needs assessments for new projects
Contribute to CESVI’s strategy on the field
In coordination with the HoM and the HQ, contribution to donors’ relations and promotion, through meeting and presentations of new donors’ acquisition, both through taking active part to forums and workshop and through direct organization of ad hoc meetings
ESSENTIAL REQUIREMENTS
University or postgraduate degree in Law, Economy, Political sciences or any other related field
Minimum 5 years’ project management experience in NGO environment, including experience directing and implementing programs in both protracted crisis and development contexts
Knowledge of the main humanitarian donors, with particular reference to BHA, USAID and ECHO
Knowledge of effective financial and budgetary planning and control
Sound knowledge of NGO procedures, approaches and operations
Needs assessments skills
Ability to produce timely project proposals and high-quality narrative reports
Capacity in networking and build effective partnerships with local stakeholders
Proven experience in personnel management and in capacity building of National/International staff
Excellent problem-solving and analytical skills
Strong communication and diplomatic skills
Strategic thinking and innovation
Self-motivated, able to take initiative, resilient and able to work independently.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
High level of IT skills (Office package)
Fluency in French (written and spoken)
Fluency in English (written and spoken)
DESIRABLE REQUIREMENTS
Master degree in Project Management
Post-graduate degree in sustainable development and/or food security / livelihoods in the humanitarian sector
Prior experience in managing livelihood, market recovery or cash for work programmes
Experience in project partners management

HEALTH SAFEGUARDING
Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
