JOB PURPOSE
The Food Security and Livelihoods Technical Advisor (hereinafter TA) will contribute to deliver SC Italy IP Programmes strategy 2022/2024 and in particular the Safety Nets and Resilient Livelihoods Strategic Goal as well as the Climate Change and Climate Crisis Programming, promoting a twin-track approach on gender equality and disability inclusion, leading on innovation in this area and providing technical support in programme design and implementation.
RESPONSIBILITIES
Proposal development and implementation
To provide direct technical support on Food Security and Livelihoods in proposal development as well as programmatic implementation according to priorities identified with the Thematic Coordinator; to identify relevant approaches, including Common Approaches, to be adopted in SC Italy’s portfolio; support the MEAL team in the application of appropriate core indicators included in SC Italy’s list of Common Thematic Indicators or in PMM PRIME and in the design and implementation of other relevant MEAL activities; make sure that the twin-track approach on gender and disability inclusion is adopted in programme design.
Capacity building and training
To organize and deliver capacity building in Food Security and Livelihoods in SC Italy and/or globally according to identified needs and opportunities, in coordination with Thematic Coordinator.
Innovation
Ø Strategic initiative: Resilient Economic Development gains (RED)
• Technically support the implementation of the strategic initiative
Ø Other initiatives
• Lead on the design and development of innovation initiatives, including digital programming and transformational partnerships engagement and development
• Green Climate Fund opportunities supported according to identified needs
Partnerships
To provide technical support in the identification of the most relevant areas where partners are needed and in the identification of strategic partners.
Global coordination
To ensure strong coordination and synergy with all relevant TWGs and experts in SC globally.
Other support
To support institutional partnerships and business development and advocacy teams in the external technical engagement with donors and stakeholders, the production of documents and the design and implementation of advocacy actions.
FINAL RESULTS
Proposal development and implementation
- At least 6 project proposals supported with thematic inputs
- At least 6 projects’ implementation supported with thematic inputs
- FSL Common Approaches and core thematic indicators/PMM Prime integrated in new project proposals
Capacity building and training
Capacity buildings organized and delivered in 80% of opportunities identified
Innovation
- RED strategic initiative implemented successfully
- Innovation initiatives, including digital programming if relevant, included in at least 80% of opportunities identified
- Green Climate Fund opportunities supported
Partnerships
Technical support offered in engagement with and development of key partners, including transformational partnerships
Global coordination
Participation in all meetings identified as needed in coordination and synergy with all relevant TWGs and experts in SC globally.
Other support
Technical support provided to institutional partnerships and business development and advocacy teams if needed, as identified by the Thematic Coordinator
MID-TERM RESULTS
- At least 3 project proposals supported with thematic inputs per year, including Green Climate Fund
- At least 3 narrative interim/annual reports revised, and inputs provided per year
- Technical support provided to RED mid-term evaluation and learning agenda
QUALIFICATIONS AND EXPERIENCE
- Master’s degree in Rural development, Food security, Agricultural economics or other relevant studies
- At least 5 years of progressive working experience in development /humanitarian aid, in a similar role.
- Extensive experience in livelihoods and resilience programming and climate smart adaptation strategies
- Thorough knowledge of project cycle management
- Fluent in Italian and English; French desirable

- Capacity to relate to a different range of internal and external stakeholders
- Flexible and adaptable to changing context

OTHER
At least 3 field visits conducted in support of the above-listed responsibilities, if feasible under the Covid19 situation and approved by the Thematic Coordinator.
