MEDICAL ADVISOR AND TRAINER OF PRIMARY CARE PROGRAMMES AND NUTRITION SERVICES IN NORTH EAST SYRIA AND IRAQ

Position Title: Medical Advisor

Location: North East Siria and Iraq

Period: 6 months to 1 year with 3 months probation with possible extensions up to two year programme

Starting Date (indicative): OCTOBER 2019

Context

Un ponte per… (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un ponte per… started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through awareness raising and advocacy campaigns, cultural exchanges, humanitarian and peace-building projects. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels. Since 2012 UPP implements several programs to assist Syrian refugees.

The position

Un Ponte Per… is looking for a Medical Advisor for the development of an integrative program of primary health care and nutrition services carried out in cooperation with the local partner Kurdish Red Crescent in North /East Syria. The primary care services will be established in cities and/or countryside areas of the region, as a part of a comprehensive model of Primary health care. It will include also the setting of medicalized mobile units (MMUs) and the development of a complete community health program. The medical advisor should be able to support the different stages of the activation process as an innovative clinical manager.

ROLE AND RESPONSIBILITIES. The medical advisor will be responsible for:

  • Informing and evaluating the quality of rehabilitation process and the medical equipment as much as affect the clinical functionality of the centers
  • Participating in the selection of clinical staff as part of a human resources selection process
  • Advising the functional design and operation of the services in the clinical medical and nursing services, both in emergency and consultation,
  • Advising and organizing the general clinical services (mental health, psychosocial support , public health, lab organization etc.)
  • Organizing clinical services, distribution and organization of staff, and the overall dynamic flow and roles of the primary care centers
  • Advising the organization of the patient counseling services as part of the primary care programs of IPC (Infection, Prevention and Control), Maternal Program, Healthy child program, Nutrition services and Chronic diseases program
  • Designing, and organizing the primary care protocols to be used in the different programs,
  • Particularly planning and organizing a community based Nutrition program, mainly directed to children under five
  • Designing and organizing the registration and health care communication programs, both as IPC – EWARS system, and general clinical records and morbidity communication
  • Planning and organizing the activities of community medicine, involving, doctors, nurses and Community Health workers (CHWs)
  • Assessing and Advising to the community representatives in any aspect of public health activities
  • Advising and organizing The Accountability activities of centers and units
  • Advising and organizing the territorial planning of services, involving the MMUs and the related programs
  • Coordinating clinical activity with community activities and organization, namely Women organization and GBV program
  • Training the general staff in:
  • Functional design,
  • Organization of services, roles and responsibilities
  • Overall staff management, particularly advising in the clinical aspect of the services setting
  • Levels of participation in the different programs and activities
  • Training of the clinical staff (doctors, nurses, paramedics, midwifes) in:
  • General primary care consultation – Basic principles and hygiene procedures
  • Clinical protocols for the programs already defined,
  • Emergency primary care (Basic Life Support and Advance Life support – BLS and ALS)
  • Nutrition Services – Community Based Management of Acute Malnutrition (CBMAM)
  • Intensive training program, previous to accreditation, of Community Health Workers (CHWs) in:
  • General Health Concepts
  • Emergency and Referrals
  • Epidemic diseases and WASH principles
  • Primary care programs, including GBV and Nutrition
  • Health Education
  • Environmental sanitation
  • Record keeping
  • Community participation practices
  • Monitoring the overall Activity of centers and units, meeting the challenges and signaling the gaps and solutions to correct them
  • Advising and collaborating with the Project Manager in any demand related to his/her area of expertise
  • Elaborating M&E data for reporting purpose – Supporting the project managers in the reporting activities

ESSENTIAL REQUIREMENTS

  • Medical degree (Doctors, nurse of alike).
  • Minimum of three years professional experience in the primary care services.
  • Accredited experience in setting primary care services in low income countries and or conflictive and far- to-reach areas
  • Experience in community medicine and public health activities (specialization and/or master in primary health care management is an asset)
  • Experience in planning and implementation of health programs
  • Experience in coordination of humanitarian aid projects
  • Experience in organizing and coordinating nutrition services
  • Proven experience as field trainers in primary care area
  • Good understanding of the project life cycle management
  • Excellent capacity to work in team.
  • Proven capacities to plan activities successfully targeting results and objectives.
  • Ability to supervise and/or mentor the medical staff.
  • Previous work experience in humanitarian field.
  • Excellent oral and written English.
  • Working experience with local counterparts (CSOs, local NGOs, local institutions).
  • Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.
  • Ability to work under pressure in stressful environments
  • Ability to travel in the Middle East with the same ability of a Western European passport owner. Ability to travel in Europe

Desirable requirements

  • Knowledge of Arabic and/or Italian.
