JUNIOR ADMINISTRATOR – KURDISTAN AUTONOMOUS REGION, IRAQ
AISPO started operating in Iraq in 2010 with a project funded by Italian Cooperation which aimed to strengthen the capacities of clinical and training professionals in Tallil care Unit in the Province of Dhi Qar. The project lasted one year and a half, until December 2011 and involved the following activities:
- clinical experts in long and short assignment able to deliver training and technical assistance in the field of maternal and child health;
- training;
- procurement of medical equipment and consumables;
- equipment maintenance;
- fellowships in Italy at Institutes of high excellence.
From the beginning of its mission in the North of Iraq in 2013, AISPO has established itself through independent needs’ assessments and implementation of activities to meet the healthcare needs of Syrian refugees, IDPs and the host population.
The 12 projects designed and implemented from 2013 till now focused on enhancing the mother and child and emergency care services, both improving the infrastructures and the quality of care. Actions consists of 3 main components:
- Renovation and expansion of health facilities;
- Supply of medical equipment to the renovated units and hospital departments;
- Technical assistance to health professionals. AISPO experts on long and short-term assignment carry out daily mentoring and on the job training activities, they develop clinical procedures and SOPs (standard operating procedures), introducing new equipment and consumables all contributing to achieving better health outcomes for patients.
Currently the Organization is working in Duhok Governorate, implementing two projects in the area:
- “Support to the emergency-urgency health care system in Zakho, in Duhok governorate, funded by the Italian Agency for Development Cooperation a project aimed at improving the health conditions of the Internal Displaced People and the host community in Zakho district, contributing to the development of better emergency \urgency services at Zakho Emergency Hospital through training activities and civil works;
- “Support to the emergency/critical care services and maternal and child health in Duhok governorate”, funded by Eu Regional Trust Fund “MADAD” which e main objective is to increase access to quality and equitable Mother and Child and Emergency health care for Syrian refugees, IDPs and affected host local populations both through direct interventions and through strengthening health systems and capacities.
A new project financed by ECHO is expected to start in June 2018 aiming at enhancing critical care services for internally displaced persons, refugees and local through the set up of a 6 beds High Dependency Unit (HDU) to serve as semi-intensive care unit at the Emergency and Trauma Hospital of Duhok.
Job Description
The collaboration will start in the first half of July 2018.
Duty station: AISPO main office in Duhok.
The Junior Administrator must work in close collaboration and under the Supervision of the Senior Administrator.
Type of contract : 4 months with possibility of extension (including a 1 months as probation period)
Monthly Gross Salary Range: 2,500-3,000 EUR
Job Purpose:
The Junior Administrator is responsible to manage all aspects of the financial and administrative control and planning, in close coordination with the Senior Administrator and to support the office in logistics and procurements.
Main tasks:
accountancy of projects and preparation of donor financial reports;
ensure adequate controls over cash & bank management;
manage the financial forecast update and schedule to meet the financial reporting requirements and deadlines;
support the preparation of financial plans, forecasts, budget analysis;
assist in the preparation of donor budgets, to ensure compliance with donor regulations and to ensure documentation for the country annual operating budget & revisions;
closely monitor all administrative and financial activities and share analysis with the staff concerned;
be responsible of the correct archive of documents and project’s goods;
undertake regular field visits in order to assess the correspondence and coherence;
support and supervise the logistics in procurements and purchase compliance with AISPO and donors’ guidelines;
participate in the review, monitoring and capacity building of local staff;
support in the elaboration of project proposals, for the budgetary aspect.
Required Competencies
Bachelor’s degree
Strong budgeting and financial management skills.
Accountancy skills and ability to prepare financial reports.
Ability to support, manage and develop capacity of national staff
Good organizational and time management skills.
Ability to work under pressure and with tight deadlines.
Cross cultural awareness, sensitivity, and patience.
Very flexible and with a positive attitude.
Computer literacy, particularly in Microsoft Office Programs
Good Knowledge of English.
Desiderable Competencies
Good knowledge of main donors’ administrative rules and procurement procedures (.
Knowledge and experience in purchases and procedures (i.e. cash and goods distribution).
Experience in managing grant contracts for emergency / post-emergency projects.
Previous working experience in a finance/accounting role overseas in the NGO sector.
-ost graduate qualifications in management or related fields.
Previous experience in Midde East.
Experience in harsh working environments.
Skills in developing, delivering and evaluating training for staff members.
Understanding of development issues and the organizational goals.
Good knowledge of Italian.

Ostetrica nel reparto di Maternità e nel servizio di MCH (Wau – Sud Sudan)
Gestione delle gestanti ammesse nel reparto: visita medici – procedure – reportistica – rilevamento parametri vitali delle gestanti ( P.A. Temp. Partograph, fetal heart, richieste diagnostiche (lab. – U/S ecc..) somministrazioni terapeutiche prescritte dai medici.
Gestione delle puerpere e dei neonati in post partum, con particolare attenzione al rilevamento delle complicazioni post- partum da riferire al medico responsabile.
Monitoraggio di tutte le pazienti in travaglio di parto fisiologico e preparazione della sala parto di tutti i presidi sterili necessari per il parto e per il neonato.
Valutazione del rischio clinico
Preparazione della paziente per la sala operatoria ed altre attività in caso di emergenza ostetrica, qualora il medico ne dia istruzioni.
Garantire le norme igieniche in tutto il servizio sia di igiene personale delle pazienti sia dell’ambiente.
Garantire le corrette tecniche di medicazione nelle pazienti sottoposte a intervento chirurgico.
Garantire la corretta compilazione di tutta la documentazione relativa alle pazienti.
Monitorare la corretta gestione dei farmaci e materiali del reparto.
Rispettare i turni di servizio
Training on the Job per tutto il personale del servizio di maternità rivolto a migliorarne le competenze.
Garantire la supervisione e il monitoraggio del servizio di MCH incluso le attività di salute riproduttiva (secondo le direttive dell’Ospedale).

(ENGLISH) Obstetrician in the Maternity ward and in MCH service (Wau – South Sudan)
Management of pregnant women admitted in the ward: doctor visits- procedures – reporting – detection of vital signs (P.A. Temp. Partograph, fetal heart, diagnostic requests (lab – U / S, etc.). Administering therapeutic medicines as prescribed by doctors.
Management of postpartum care of mothers and newborn babies, with particular attention to the detection of postpartum complications to be reported to the responsible physician.
Evaluation of clinical risks.
Preparation of the patient for the operating room and other activities in cases of obstetric emergency, if instructed by the doctor.
Ensure hygiene standards of patients’ personal hygiene and of the environment throughout the service.
Ensure correct dressing techniques for patients undergoing surgery.
Ensure the correct compilation of all patient documentation.
Monitor the correct management of the department’s drugs and materials.
Respect service shifts.
Training on the Job for all staff of the maternity service, aimed at improving their skills.
Ensure supervision and monitoring of the MCH services including reproductive health activities (according to Hospital guidelines).
