Program/Area Manager

Duty station: Beirut, with field visits in project areas and monitoring missions to Jordan

Starting date: 15th-20th of June 2018

Contract duration: 1 year, with 2-month probation period

 

The expatriate Programme/Area Manager will be in charge of planning and supervising the activities foreseen by Terre des Hommes Italia component in Lebanon and Jordan, and of project reporting, while ensuring qualitative and quantitative compliance with the project document, as approved by the donor.

 

In particular, she/he will be in charge of:

Managing the relationship with the local authorities in Lebanon at the Governorate/District Levels and reporting to the Chief of Party for any issues to be dealt with at the Country Level. This includes: 1.1 Presenting the project to the Lebanese Local authorities and communities in the areas of intervention 1.2 Drafting, negotiating and signing, if any, the MOUs with local partners/local authorities in Lebanon, stating roles, tasks and responsibilities of both parties.1.3 Providing the PLC timely with information related to any obstacles faced concerning local authorities/partners which could hamper the smooth implementation of the project’s activities.

Coordinating with TDH Delegation in Jordan, in charge of establishing and developing the working relationship with the Authorities in the country.

Managing the HR of TDH component, which includes: 2.1 Drafting the TOR of the component staff. 2.2 Coordinating with TDH Delegation in Jordan for the selection of the required staff and for contracting them on the basis on the Delegation and Donor’s procedures. 2.3 Identifying possible areas of weakness and planning for on-the-job trainings in coordination with the Programme’s experts.

Calling for and leading quarterly meetings with the TDH component committee in the two countries with the aim of: 3.1 Designing activity plans and regularly revising their implementation. 3.2 Regularly collecting the information and the reports required in accordance with the monitoring tools approved at the Programme Level. 3.3 Monitoring the expenditure pace in both countries and ensuring its compliance with the project document and the yearly/quarterly plans.

Administration: with the support of the component’s administrator, the PM is the first Responsible Person for: 4.1 Budget management and follow-up; 4.2 The sound implementation and monitoring of TDH It, National and Donor’s procedures; 4.3 Following TDH It internal administrative guidelines; 4.4 Defining quarterly and monthly plans of expenditures according to the project’s budget and the plan of activities. 4.5. Reporting.

Maintaining the relationship with the donor. This involves: 5.1 Facilitating the donor’s field monitoring visits based on the plan approved by the PLC. 5.2 Drafting the interim and final reports as requested by the Donor, and any further report which may be requested.

Ensuring Project Visibility. This involves: 6.1 Ensuring that all projects sites are provided with visibility materials 6.2 Ensuring that communities and stakeholders are aware of the subjects funding and/or implementing the project 6.3 Providing the Programme Communication Officer with regular updates and documentation (written, photographic, video etc..) in order for them to promote the project via their standard channels.

Security and Coordination. The PM will: 7.1 Attend coordination meetings and clusters with INGOs at the area level. 7.2 Participate in defining the security rules for project staff (local and expat) to be implemented in the Programme and ensure their implementation at the component level.

 

Qualification requested:
University Degree – (a copy of the Diploma will be required during the selection process)
Perfect Command of English. Knowledge of Arabic is an asset. (the candidate will undergo a language test)
Minimum five years of experience in managing mid-term interventions with a focus on Education and/or PSS and/or Protection, possibly in a multi-country setting.
At least two years of work experience in Middle East.

Perfect knowledge of all the phases of the PCM and the EU procedures.

Ability to work in partnership with local organizations and under stressful conditions.
Ability to work in team.
Problem solving skills.
Good computing, communication and reporting skills.
