Human Resources Development Officer
This is a locally recruited professional position, based in Maccarese near Rome, Italy, at Bioversity International’s Headquarters. All benefits are denominated and paid in EURO. The position is level 6, in a scale of eight levels, with level 8 being the highest. The salary range starts from Euro 44,011 per annum. Bioversity’s remuneration package includes a competitive salary, leave provisions, medical and life insurance, and non-contributory retirement plan.
The contract will be for a period of 3 years subject to a probationary period of twelve months. Please note this position is only open to citizens and residents of the European Union. For further information on Bioversity International, consult our Web page at: www.bioversityinternational.org Role Reporting to the Head of Human Resources as a member of the Human Resources team and working in collaboration with staff across other organizational units, the Human Resources Development Officer will be responsible for coordinating and delivering efficient and effective services, expertise and advice across the full spectrum of HR development processes.
More specifically
Coordinate the processes for employee recruitment, selection and new staff induction including
Advice to hiring managers on the development of terms of reference and classification of positions. oDraft vacancy announcements, identify advertisement channels and circulation of announcements.
Chair selection panels and coordinate the overall selection process and logistics and candidate interactions.
Identify tools and strategies for targeted recruitment activities.
Coordinate and implement staff on boarding activities including new staff induction programs; monitor their completion and overall effectiveness.
Brief staff on development related policies and procedures and provide related training.
Coordinate probationary review process for all new staff members and monitor their progress.

Coordinate performance management and rewards related processes including
Monitor the status of the performance management cycle and follow up on performance management cycle activities including statistical information.
Advise staff and managers on improving performance through coaching, counseling, and mediation.
Review best practices and bench mark other systems, monitor tools and practices linked to effective performance management and related rewards systems. o Promote and reinforce a performance management culture by organizing workshops, seminars and trainings on the topic.
Coordinate staff development related processes including
Research and recommend an ongoing portfolio of cost effective training and development activities including the use of e-learning solutions that support and are linked to organizational priorities; develop proposals and corresponding budgets.
Develop and conduct audits to support the identification of training needs and opportunities for performance improvement.
Develop and maintain training tracking including participation, costs and return on investment.
Develop criteria for evaluating effectiveness of training activities and regularly monitor and reports results to management.
Coordinate internal mentoring and development related communities of practice.
Design, develop, update, and deliver professional quality presentations and training materials including quick reference guides, webinars.
Develop and implement special projects in the HR development area (for example new PM system, competencies, etc).
Support the development of HR inputs to organizational processes and meetings, by performing related analyses / statistics and preparation of related reports.
Prepare periodic unit budget reports and complex administrative correspondence.
Conduct ongoing reviews of the effectiveness and efficiency of development area related policies, procedures, and systems and make recommendations for revision or improvement including the creation of synergies between processes and with other HR related activities in the administration area.
Provide advisory services across the full spectrum of HR development processes to staff, managers across Bioversity office locations.
Performs other duties as requested.
Minimum Qualification & Experience
Qualifications and competencies Essential qualifications & competencies
University degree in Human Resources, business administration or a related field, or equivalent qualifications
Minimum of 5 years’ relevant experience in an international/multinational working environment.
Proficiency in relevant software packages (Microsoft Word, Excel, and PowerPoint).
Strong knowledge of and experience in the use HR information management systems.
Excellent command of the English language, both verbal and written.
Desirable qualifications and experience: Certification in mediation / facilitation / coaching.
Knowledge of other major international languages. Experience with the implementation of human resources information management systems.
Skills & abilities
Strong interpersonal, communication, persuasion skills and the ability to establish and maintain effective collaborative working relationships with people of diverse cultural and national backgrounds.
Excellent project management skills including the ability to work on a range of deliverables simultaneously.
