Job position: Admin/Finance Officer

Location: Mozambique, Tete

Purpose of the role

The Admin/Finance Officer ensures proper administrative and financial management of a project aiming at strengthening an integrated response to diabetes and hypertension in Mozambique, in accordance with donor guidelines and NGO policies, and taking care of the auditing of accounts, expenditure planning and project financial reporting.

Key duties

  • organizing, preparing and archiving financial documents related to the project and ensuring that project activities are properly documented
  • co-ordinating with the logistics staff to ensure the compliance of the administrative and procurement procedures and documents
  • training and supervising national staff in accounting management and project administration
  • supporting the project manager in preparing quarterly funding requests and in updating and revising the spending plan
  • checking the correspondence of the monthly financial plans with the planning of purchases and project-related contracts signed with suppliers
  • monitoring project expenditure and supporting the project manager in planning and elaborating periodic financial reports, according to the donor’s rules
  • managing cash and bank accounts dedicated to the project
  • collaborating in the preparation of possible audits carried out by the donor or the competent authorities
  • supporting the project manager in the administrative management of national staff and their contracts

Requirements

  • Degree in Accounting, University Degree in Economics or equivalent title
  • Good knowledge of Portuguese
  • Good knowledge of English and/or Italian will be considered an asset
  • Mastery in using accounting applications
  • Previous experience in admin/finance management of international cooperation projects in fragile countries and/or low-resources settings

TERMS OF CONTRACT

Type of contract: collaboration contract

Salary: TBD according to NGO salary grids and compensation policy (basic salary for the job position, with possible increase based on professional experience)

Rest days: 2.5 days for each month of work, for contracts longer than 4 months

Flight ticket: one return flight for the first collaboration for up to 12 months

Health issues: the NGO provides health insurance and covers vaccination costs

Visa and permits: the NGO bears the cost and paperwork for visa, professional registration, work and residence permits

Accommodation: provided by the NGO, it is generally individual, depending on the logistical situation and the availability of accommodation in the workplace

Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker

Family policy: where the socio-political context and logistics allow it, international staff may be accompanied by their partner or family. In this case, the NGO provides a salary supplement and guarantees flights, health insurance, visas and permits for dependents and accompanying family members.
