ROVING PROFILES

WeWorld is searching for Country Head of Programmes Roving profiles with strong experience in the field.

Short-listed candidates will be contacted for an interview. The selected candidates will receive an induction and training on WeWorld manuals, tools and procedures.

The selected candidates will be required to be available for short-term or mid-term field missions and occasionally remote support. The selected candidate will be required to cover roles as Head of Programmes, Senior Project Manager, Emergency Coordinator, or similar roles.

Job description

Under the direct line management of the Country Representative, the Country Head of Programmes manages organizational Programmes at the country level ensuring quality from development through execution. Consolidates relationships with donors and national counterparts creating a network of collaboration and highlighting the value the organization brings. Identifies and develops programming opportunities.

MAIN FUNCTIONS AND DUTIES

Programme Management and Quality Management

  • Ensure leadership and program quality by overseeing and guiding the Project Managers and Programme Advisors
  • Ensure that all programmes are implemented in coherence with the WeWorld strategy and country context, and that contingency plans and corrective measures are applied whenever needed
  • Monitor and supervise planning of projects activities, ensuring effective delivery in line with all donors’ regulations, country legislation and professional standards
  • Coordinate with Finance Manager and Country Representative, to ensure satisfactory management of project budgets for projects within country portfolio
  • Supervise high quality compiling and timely submission of all internal and external reports, briefing notes, and other reporting products
  • Direct follow up/implementation of projects without a dedicated project manager whenever needed and based on Country Representative’s orientations
  • Lead on the development of cross-cutting themes in project design and implementation
  • Ensure quality criteria and indicators are monitored and leads to decision making

Project Coordination and Implementation

  • Lead WeWorld´s emergency implementation within its area of intervention, ensuring complementarity and synergy and avoiding overlapping with other actors’ interventions
  • Coordinate rapid assessments ensuring the strategic integrated overview and the appropriate integration of support (logistics, financial and HR) needs
  • Support the development of donors proposal in existing or emergency sectors in close link with relevant departments at field level and in HQ in order to secure and develop the program operational scope
  • Support the development of operational and technical tools & frameworks in strong link with technical resources
  • Ensure that the operations implemented are in accordance with the local culture and the mandate and values of the organization, and that they are discussed before, during and after with local authorities at all levels and with the target populations
  • Negotiate, develop and ensure the implementation of partnership agreements in the area of intervention, in collaboration with the coordination team

Strategic Direction

  • Collaborate with the Country Representative to develop long-term strategic vision and planning to achieve significant impact through high quality programme strategy and related processes
  • Identify funding opportunities, initiate and oversee data collection initiatives, and develop competitive, responsive proposals in collaboration with the Country Representative, HQ coordinators and program teams
  • Support and maintain strategic alliances and partnerships with a wide range of stakeholders including national and local authorities, donors, multilateral agencies, partners and WeWorld HQ
  • Coordinate and oversee delivery of agreed plans and programmes, integrating humanitarian response and development programmes with policy and advocacy

Institutional representation and capitalization

  • Ensure that procedures, tools and guides are updated and implemented
  • Represent WeWorld at higher level coordination fora, including national working groups, feeding back to the Country Representative and HQ coordinators on relevant issues
  • Provides effective WeWorld representation to donors, national and local authorities, partners and other relevant stakeholders in the country

HR Management

  • Supervise and mentor direct line management staff, including setting performance objectives, establishing a supportive environment while emphasizing accountability
  • Ensure proper communication within the program team and between departments, making sure that the strategy, decisions and future endeavours are shared in a transparent manner
  • Ensure transparent, equal and inclusive recruitment, management and training of human resources in accordance with the policy and procedures, and all regulatory requirements (WeWorld, host country legislation and donor’s policy)
  • Foster an inclusive and diverse work environment, and ensure that the highest standards of conduct are observed

The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties.

REQUIREMENTS

  • Advanced university degree or equivalent in the field of Social or Political Science, Development Studies, Economics, International relations, Project Management, Human Rights.
  • Knowledge of main donors’ policies and procedures (EU, ECHO, UN Agencies, Italian Cooperation)
  • Proven knowledge and experience in WASH, and/or Education in Emergency, and/or Food Security
  • Good computer skills, in particular MS Office package
  • Fluent in English both written and verbal

Professional experience

  • At least 5 years of relevant working experience in humanitarian or development settings
  • Working experience with international NGOs in management of international cooperation projects funded by institutional and private donorsx\
  • Proven experience in Project Cycle Management
  • Proven experience in project proposal writing.

Skills and Abilities

  • Strong interpersonal relationships and good communication and leadership skills
  • Ability to perform under stress conditions
  • Capacity to work autonomously and in problem prevention/resolution
  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
  • Integrity in line with the Humanitarian Principles and ethical standards
  • Cultural, gender, religion, and age sensitivity and adaptability

DESIRABLE REQUIREMENTS

  • Fluent in Italian/ French/ Portuguese/ Spanish
  • Previous work experience in similar roving positions

WHAT WE OFFER

Type of contract: short-term or medium-term assignments are possible, according to programme needs

Economic conditions: to be defined according to the candidate’s profile and WeWorld Compensation Policy:

Base Salary: minimum 2.950€ gross/month + Contributions according to candidate’s experience and profile

Other conditions: Travels, accommodation and health insurance covered
