Working context:
WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women. WeWorld in Palestine has 5 offices (central office in Jerusalem and field offices in Gaza City, Ramallah, Hebron and Tubas). Over the decades, WeWorld has implemented several interventions funded by multiple donors: DG ECHO and the European Union, the Italian Cooperation, UN agencies as UNICEF and OCHA, as well as national agencies and donors such as SIDA, GIZ, JICA, DGD, GFFO, FCDO, AECID and others. WeWorld’s interventions are linked to global and national strategies, including the coordination with and the contribution to the Humanitarian Response Plan of the UN. With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the intervention of multiple agencies in Country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis.
Job description:
Under the line management of the Country Procurement & Logistics Manager, the Emergency Logistics Officer will work together with the Emergency response team, Gaza staff, Operation Manager and will support the Logistics Department.
Tasks and Responsibilities
- Responsible for the management and the execution of all procurement procedures/activities for both projects and operational costs and ensure that all procurement procedures are carried out in accordance with WeWorld procurement procedures manual, Emergency SOP and donor guidelines.
- Responsible for Writing and managing request for quotations, tenders, purchase order and high level contracts, contract management and follow up, receiving shipments and freight, custom clearance/shipping procedures and executing lower-level procurement based on needs
- Responsible for supporting the preparation of the logistics documentation needed for transportation, delivery and stock management
- Ensure the logistics activities are settled up and duly monitored for warehouse and distribution: the documents are properly prepared and and filled in, shared with the team in the field, and archived.
- Responsible for Archiving of all the documentation needed for procurement and logistics and for supporting the finance and programme team for audit purpose.
- Monitoring and ensuring a smooth-running general supply chain activities and administration and the respect of the implemented procedures, proposing adjustments where needed
- Being responsible for a procurement database
- Ensure and establish fleet management systems in line with new context and operations including supporting the security management team in adequate movement planning, requests and follow up
- Ensure premise and operational cost management (including Guest House’s and offices) in Gaza. This includes supporting the operational start up and mobilization needed in new areas in emergency settings
- Ensure the asset database and emergency communication systems are developed and managed appropriately
- Interact with the other members of the logistics team as well as working directly with project managers to ensure all shared objectives are met. Liaison is also required with senior management team
- Deploy clear new process for ongoing Market Assessments and vendor partnerships aimed at identifying pre-qualified contractors and suppliers. Expand the existing vendor database and manage all vendor relationships
- Performing any other tasks within the scope of the role, as directed by supervision and according to the needs of the mission in a dynamic context
Job Specifications
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Degree and specialization in Logistics/Supply Chain or related field
- Excellent English (oral and written)
- Knowledge of PCM and the principles of humanitarian aid
- Good computer skills, in particular MS Office package
Professional experience
- At least 2-3 years of experience as a Logistics Officer, at least 1 year working with INGO in development or humanitarian contexts is required

WHAT WE OFFER
Type of contract: a 3 (three) month + 3 (three) collaboration contract renewable subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment)
Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; schooling, flights for children and insurance coverage for children)
Other conditions: Tax Treatment: equal tax treatment between Italian and foreign residents is guaranteed
Annual leave: 2,5 days/month (working days)
Flight ticket: one return flight every 12 months of contract
