COOPI is looking for an Emergency Program Manager for its Emergency Roster

COOPI Emergency Roster is a multi-functional team of experienced emergency professionals who can be deployed as a team or individually to provide leadership as well as technical support in assessment and response to declared emergencies within 72 hours of the onset of the emergency, for an average duration of 3 weeks. The team is led by the Head of Emergency Unit and consists of 6 members (Emergency Program Manager, Emergency Log, Finance/Admin manager, Protection Advisor, FSL advisor, WASH advisor). Roster members may also be asked to support COOPI Emergency Unit and Regional Coordination teams for ad hoc missions to countries affected by emergencies or other circumstances where deployments are exceptionally sought for situations that are in the process of being analysed and considered for a declaration of an emergency level or based on corporate reasons (priorities) as decided by COOPI Director and COOPI Head of Emergency Unit.

Main responsibilities

  • Conduct initial rapid assessment of current situation in collaboration with relevant staffs, affected population and other agencies governmental and non-governmental in order to define priorities, immediate activities and resources available and needed (human, material and financial) to respond to the humanitarian needs;
  • Responsible for defining, monitoring and updating the activity strategy, plan and budget, translating the identified needs into a response, strategic vision and objectives, priorities and resources needed in order to cover the humanitarian needs of the population at risk;
  • In close collaboration with the Country HR/Administration, participate in the planning, definition and sizing of the project-workforce in the mission and supervise the associated processes (recruitment, validation of medical staff, training/induction, evaluation, internal/external communication);
  • Coach, manage, directly supervise and support the project teams in the implementation of the activities making sure that internal protocols are respected;
  • Represent COOPI before local authorities and stakeholders and guarantee constant presence and active participation to the meetings and keep regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) in order to broaden the humanitarian situation analysis, strength the impact of the intervention, ensure good cooperation and partnership;
  • Manage the assigned projects (including short-term emergency responses) in order to meet the objectives within budget and allotted time frame and report promptly any operational concerns to the Emergency Response Team;
  • Continuously monitor and supervise the activities, evaluating progress through outputs and impact using both quantitative and qualitative data, and involving the sectoral and technical teams in analysis. Take appropriate actions as needed to ensure continued progresses;
  • In coordination with the Country Admin/HR, manage the budget for the assigned projects and ensure that all expenses are according to budget. Guarantee the respect of COOPI and donor standards regarding financial management, accountability and good governance;
  • Ensure clear internal coordination within the Emergency Response Team and with technical advisors, to increase multi-sector assessment and intervention;
  • Work with Logistics department to prevent stock outages and to ensure field teams are adequately supported (food, water, supplies, cash, etc);
  • Responsible for setting objectives of emergency assessments and interventions, monitoring progress against agreed indicators and exit planning, in liaison with the Emergency Response Team;
  • In coordination with the Emergency Response Team support the decision on new activities and new project sites and provide input regarding future project growth and changes needed.

Requirements

Essentials

  • Minimum 4 years relevant work experience in the humanitarian sector as Project Manager, especially in fragile and unstable environments;
  • Availability of three weeks with 72 hours’ notice;
  • Fluency in English and French;
  • Demonstrate experience with different donors compliance and reporting;
  • Service Orientation;
  • Leadership, people management and development, teamwork and cooperation;
  • Capacity to work in volatile security environment and to adapt to basic living conditions;
  • Understanding of humanitarian operations principles, standards and best practices;
  • Knowledge of monitoring tools and systems;
  • Prior experience in working with communities, internal displacement and/or refugees and in complex emergency settings;
  • Willing to leave unaccompanied.

Plus

  • Spanish is an asset. Multi-language knowledge desirable.
