Call for consultant for study: Funding for CSOs in the Neighbourhood, Development and International Cooperation Instrument – Global Europe

Introduction
In the framework of its work on financing and funding for sustainable development, CONCORD Europe is launching a call for an external consultant. This research aims to assess the trends in EU funding to civil society organisations and explore potential adaptations of the funding mechanisms for CSOs to support our advocacy work.
Background
As stated in the New European Consensus on Development, and reaffirmed by the Council of the European Union, the EU and its Member States recognise the multiple roles that Civil Society Organisations play (CSOs) “in the realisation of the Sustainable Development Goals (SDGs) as well as their essential role in economic, social, political, environmental, development and humanitarian fields, complementing the role of the State in providing services, reaching out to vulnerable and marginalised people, eradicating poverty, building resilience, and contributing to ensure that no one is left behind.” As such, the European Commission has committed to support CSOs in all external instruments and programmes and in all areas of cooperation, including through a “flexible and tailor-made approach to funding” in order to reach all types of CSOs (The roots of Democracy and sustainable development: Europe’s engagement with Civil Society in external relations, Commission communication, 2012). This ambition to support CSOs was also reiterated in the specific objectives of the NDICI-Global Europe instrument.
However, CONCORD’s preliminary analysis reveals a growing sense of unease over the evolution of the EU funding landscape for CSOs in recent years. Despite the EU institutions’ long established commitment to working with CSOs and financing their programmes, many CSOs around the globe are concerned with the implementation of the NDICI-GE so far and their exclusion from decision-making processes shaping financing decisions. On top of this, there is currently very little reliable data available on the implementation of the NDICI-GE and funding going to and through CSOs.
Objectives and scope of the work
The study aims to assess the trends in EU funding to civil society organisations and illustrate contradictions between the EU’s political discourse towards CSOs and the EU’s programming and funding decisions under the NDICI-GE. The purpose of this study is to support CONCORD’s discussion with the EU institutions about the role of CSOs and the barriers they face in the implementation of the NDICI-GE in light of the upcoming mid-term review of the instrument, and contribute to reflections and potential adaptations of the funding mechanisms for CSOs.
For the data analysis: the consultant will be asked to analyse the NDICI-GE programmes documents (MIPS and AAPs) for a phased number of countries in the following regions: Asia Pacific (10), Africa (20), Middle East and Eurasia (10), Latin America and Caribbean (5)
For the qualitative analysis: the consultant will be asked to cover a smaller number of countries as case studies in Asia Pacific (1), Africa (2), Middle East (1), Latin America and Caribbean (1)
Job description
The main tasks of the work would include:
– Conducting the data analysis of 45 NDICI programmes documents (MIPS and AAPs) based on CONCORD guiding questions on funding modalities
– Interviewing external stakeholders, including EU and Member states officials as well as civil society organisations from 5 partner countries on funding modalities for CSOs.
– Consulting with CONCORD members in order to gather input along the process
– Developing a first draft of the study report with recommendations to EU institutions and present it to CONCORD members
– Integrate CONCORD members’ feedback in order to develop a final draft of the report
The main deliverables of the work would include:
– Dataset analysed together with derived statistics and charts on the basis of the guiding questions
– Narrative report with interpretation of data, including conclusions and recommendations to EU institutions on funding modalities which support CSOs
– Summary powerpoint including main insights, conclusions and recommendations
– Infographic with a focus on easy-to-capture data visualization
Candidate(s) profile
Consultant must have:
– A working knowledge of the EU international cooperation landscape;
– Ideally some published studies related to EU CSOs funding;
– Sound knowledge of the CSOs context;
– Strong analytical skills, already showed particularly on development funding;
– Excellent English writing skills, with the ability to write about complex issues in an engaging and punchy way;
– Experience working in the NGO environment is an advantage.
Timeline
The work should be carried out between March and May 2023, when the results of the research should be finalised.

Please note that project proposals should not exceed 18 000 euros
