Position: Grants Officer Tunisia & Libya
Location: Tunis, Tunisia
Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment) and a possible second collaboration contract of 3 (three) month, following the positive evaluation of the first three months of contract and according to fund availability

In Tunisia, WeWorld-GVC has a main office in Tunis and a field office in Sidi Bouzid.
The main donors are the Italian Interior Ministry, the Italian Cooperation AICS, and Italian provinces.

WeWorld-GVC in Libya
WeWorld-GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:
- Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
- Capacity building of Civil Society Organizations (CSOs)
- Promoting respect for Human Rights, in connection with the field of humanitarian protection
In Libya, WeWorld-GVC has its main office in Tripoli and a field office in Sebha (Fezzan region).
The main donors are AICS and the EU Trust fund for Africa
Libya National team: 9 staff

Job description:
WeWorld-GVC is recruiting a Grants Officer who works under the direct responsibility of the Country Representative. She/he works in coordination with: Libya & Tunisia Program Coordinator, the Projects Managers, the team on the field in Libya and Tunisia, and the international and local partners.
The Grants officer will:
- Ensure the qualitative production of concepts notes and project proposal in close collaboration with program and finance teams
- Ensures the qualitative and timely production of internal and external reporting (intermediary & final reports,) and proposal/budget amendments
- Monitor and compile information on program progress and operational results
- Participate in the institutional capitalization of the organization
KEY RESPONSIBILITIES
- ENSURES THE QUALITATIVE PRODUCTION OF CONCEPT NOTES and PROJECT PROPOSAL, IN CLOSE COLLABORATION WITH PROGRAM and FINANCE TEAMS (in English, Italian and French)
- S/He coordinates with the Country Representative, Program & Support Team and the HQ Quality department the internal workplan for the CN/proposal submission
- S/He coordinates the work with the local and international partners
- S/He takes a significant part in the preparation of all grant documentation (proposals, concept notes,)
- S/He checks the coherence between the narrative report/proposal and the budget to identify potential discrepancies and participates in the identification of solutions
- S/He prepares all the administrative annexes with the support of the HQ Desk officer
- S/He capitalizes the proposal documents on the SharePoint
- ENSURES THE QUALITATIVE AND TIMELY PRODUCTION OF INTERNAL AND EXTERNAL REPORTING, INCLUDING PROPOSAL AND BUDGET AMENDMENTS
- S/He coordinates with the Country Representative, Program & Support Teams the internal for the workplan report(s) submission
- S/He takes a significant part in the preparation of all internal and external reporting, by collecting information and inputs from Program and Support teams in due time, by adapting them to the appropriate format and by timely submitting the final paper for validation to his/her Manager
- S/He provides reporting which adheres to and faithfully transposes donors contractual guidelines
- S/He provides utmost standard of writing and quality to all reporting s/he prepares
- S/He capitalizes the reports and annexes draft and final versions on the SharePoint
- SUPPORT THE PROGRAM TEAM IN MONITORING AND COMPILING INFORMATION ON PROGRAM PROGRESS AND OPERATIONAL RESULTS (MEAL)
- S/He follows the implementation of all programs on and collects all information pertaining to operational results, contractual indicators and the respect of schedules, especially when these are contractual
- S/He participates in the overall mission’s and Quality team’s effort for the development and improvement of communication and reporting tools
- S/He participates in the mission’s effort to implement contractual donor guidelines (quality standards, procurement, administration…), by communicating them to the teams, checking their application and alerting his/her Manager anytime a potential breach is identified
- PARTICIPATE IN THE INSTITUTIONAL CAPITALIZATION OF THE MISSIONS
- S/He punctually participates in the preparation of accurate, qualitative, comprehensive and updated institutional documentation (such as, but not limited to policies, SoPs, guidelines, manuals, technical catalogues, best practices and resources, lessons learnt…)
- S/He participates in the context of intervention’s analysis (press reviews)
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Master or equivalent in the international cooperation and other relevant field
- Deep understanding of the Libyan and/or Tunisia context (security, social, political, economical aspects) and migratory flows
- Fluency in French, English and Italian is mandatory
Professional experiences
- At least 1 year of specific experience in the field of international cooperation
- Previous experience in producing proposals/CN/external reports for donors such as AICS, EU etc.

DESIDERABLE REQUIREMENTS
- Knowledge of Arabic would be considered an asset
- Previous working experiences in Libya and/or Tunisia
