JOB PURPOSE
The purpose of the estimated 3 months consultancy assignment is to lead the proposal writing of a regional DRR ECHO HIP application covering (tentatively) four southern Africa countries namely Zimbabwe; Malawi; Mozambique and Madagascar. Save the Children has been prepositioning for the HIP 2023 expected to be issued in late October 2022. The countries’ composition; the design and budget allocation will only be confirmed once the HIP is released, hence these ToR may require some changes at this time.
SCOPE OF WORK
- Detailed review of the HIP 2023, with recommendations on how the regional DRR proposal will need to meet HIP requirements.
- Support with facilitation, and active participation and contribution to the regional design workshop (including the development and finalisation of the log frame); providing technical inputs and documenting various inputs (to be reflected in the proposal).
- In collaboration with regional Programme development Manager, contribute to Proposal Development Plan to ensure efficient process.
- Lead DRR ECHO proposal writing as per the final log frame; consolidating inputs from the four COs as well as from member and Regional Office Technical team.
- Consolidate the four COs workplans into one cohesive regional workplan aligned to the narrative, and the log frame.
- Review the consolidated budget to ensure it is aligned to the log frame, the narrative, the log frame and the workplan.
- Submit two drafts for review from all stakeholders COs; member and regional technical team and lead the revisions, ensuring that all comments have been addressed, while the design remains coherent in line with the result framework and budget.
- Finalize the package in close collaboration with regional Programme Development Manager and the member.
KEY DELIVERABLES
- A comprehensive log frame building in consultation with all key stakeholders including all four COs focal points; regional office technical team; and member.
- ECHO narrative, workplan and log frame fully aligned to each other’s and the budget (two rounds of reviews with all stakeholders).
- Full application is in full compliance with ECHO.
- Proposal revision due to possible comments received by the donor during the negotiation phase
EXPERIENCES & QUALIFICATIONS
- MSc/MA or equivalent qualification in development practice, international relations, health, natural resource management, engineering, or other relevant social science or comparable field experience.
- Experience leading ECHO HIP proposal writing
- Experience in child-centred approaches to DRR/Conflict Analysis would be a significant asset.
- Experience in DRR/Conflict Analysis assessments and designing of programme interventions would be a significant asset.
- Involvement in SC resilience and DRR/Conflict Analysis thematic work globally or regionally would be a significant asset.
- Experience in Southern Africa preferred.
- Excellent writing and editing skills, and budget development skills, with high attention to detail.
- Ability to present complex information in a succinct and compelling manner.
- Highly developed interpersonal, presentation and communication skills to work effectively with other team members/departments, as well as influence, inform and negotiate.
- Sound personal organisational skills, including time management, ability to meet deadlines, multi-tasking, prioritization of tasks, and working under pressure.
- Must possess a strong work ethic, have confidence, take the initiative and be a self-motivated, enthusiastic team player as well as individual contributor.
- Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures
- Fluency in English, both verbal and written, is
