Position: WASH Officer oPt
Reporting Relationship: Head of Operations
Location: Ramallah and Jerusalem, with frequent travels in the oPt
Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first three months of contract.

Working context
The distinctive characteristics and drivers of the humanitarian crisis in the oPt remain directly related to the impact of prolonged belligerent occupation, now in its fifty third year. A protection crisis persists, driven by the systematic denial of Palestinian rights, structural barriers to Palestinian development, conflict and lack of accountability for violations of international law, which in turn result in chronic humanitarian needs and dependence on relief. In the West Bank, 881,000 Palestinians are in need of protection (oPt Humanitarian Response Strategy 2018-2020) due to recurrent violations of IHL and IHRL. In Area C, East Jerusalem and H2 Hebron – the areas of focus of the Consortium – a coercive environment prevails, which encourages the non-consensual displacement of Palestinians from their homes and lands, in contravention with international law. This coercive environment is generated through push factors that lead to forcible transfer, including demolitions, settler and military violence and harassment, as well as restrictions on movement and access to resources, basic services and humanitarian assistance.
Purpose of the role
WeWorld-GVC is recruiting a WASH Officer, who reports to the Head of Operations and works in coordination with Head of Programs, Gaza Head of Base, Area Managers, Finance Manager and administrative officers, Project Managers and Country Representative. The WASH Officer, while being directly in charge of managing a selection of WASH-focused initiatives, will also support in the development, harmonization and implementation of all WASH-related components, which constitute part of the Organization portfolio. S/he will contribute, in coordination with the HoO and HoP, to design and implement the WASH strategy of the organization. Furthermore, s/he will support the assessment, implementation, monitoring, and reporting of current and future WASH programs, as well as liaising with external stakeholders (Partners, local authorities, etc.) and representing WeWorld-GVC in the country at Cluster level. S/he will ensure the technical relevance of WASH interventions according to Country strategy and priorities, in coordination with the Head of Program and the Country Representative.
JOB DESCRIPTION
MAIN TASKS AND RESPONSABILITIES
Program Development
- Contribute to the development and the implementation of WeWorld-GVC WASH strategy in the Country, including the development of strategic tools
- Assist the Head of Programs or Country Representative with the identification, design and writing of future projects, providing technical and operational support, involving the coherence with donors’ policies, strategies, processes and best practices in the WASH sector
- Conduct needs assessments in areas identified by the HoO and/or HoP
Staff Management
- Collaborate effectively with Area Managers to ensure smooth implementation of the projects’ activities and coordination of field work
- Work closely with the HoO in establishing and maintaining collaborative and high performing team and a good working environment
- Work closely with the HoO to develop and build an effective team
- Participate in vulnerability mappings conducted by WeWorld-GVC in oPt mission
- Maintain open lines of communication with all field staff regarding WASH implementation and use of national tools and parameters
Quality Management
- In collaboration with Area Managers, develop and implement constant monitoring systems to improve follow up, transparency and to ensure the best use of WeWorld-GVC assets and resources
- Make sure project activities and reports are delivered in time and with the best quality
- Support preparation of documents and agenda during field visits and at other relevant projects’ milestones
- Ensure accurate and timely preparation of annual reports as well as interim reports as required by donors
- Support Projects Managers in projects monitoring when needed
Coordination and Representation
- Ensure coordination, technical support and quality control to all WASH-related initiatives promoted by WeWorld-GVC in oPt
- Ensure representation of WeWorld-GVC within national WASH cluster, Technical Working Groups and PWA, in coordination with HoP and HoO
- Represent WeWorld-GVC in national and international fora and/or in project-related events when WASH and related sub-topics are discussed or presented
- Participate in all assessments and documents developments with the WASH cluster
- Develop and maintain relationships with WASH experts and network at regional and global level within WeWorld-GVC and externally, in order to inform best practices and provide learning opportunities for the Country WASH programming
- Harmonize and coordinate WeWorld-GVC WASH activities within the WASH cluster and other national relevant actors
- Highlight and bring to the attention of HoO/HoP/Country Representative WASH innovation, good practices and opportunities raising from the implementation of the supervised projects
Perform any other duty as requested by the line manager and Country Representative.
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management
- Good Computer knowledge, in particular MS Word, MS Excel, MS Outlook, MS Project
- Good knowledge of main donors’ policy and procedures (in particular EuropeAid and AICS)
- Fluency in English both written and verbal
- Valid and clean driving license
Professional Experience
- Experience in Project Development and proposal writing
- Experience in Project Cycle Management
- Proven experience in coordinating and manage relationships with international and local partner organizations and donors
Skills and Abilities
- Ability to work under pressure
- Good verbal and written communication, interpersonal and team skills
- Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues

DESIDERABLE REQUIREMENTS
- Previous experience in Middle East countries would be considered an asset
- Previous work experience with international NGOs will be preferred
