Protection Specialist – Tunisia/Libia

WORK CONTEXT

Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target populations.

In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision and support to CSO. This include center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

Current projects:

  • UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli)
  • UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli – Misrata and Zwara)
  • EU : PEERS II: Protection Enabling Environment and Resilience Services (Misrata)
  • EU-DG NEAR CSO: Strengthen the capacity of CSOs and informal groups in the South and East of Libya

JOB DESCRIPTION

The collaboration will start in early July 2022.

The main duty station will be the Country Office in Tunis, with a minimum of 50% of the time regular stay in Libya (Tripoli, Misrata and other relevant locations), when security conditions allow it.

The Protection Specialist will work under the technical supervision of the Quality and Strategic Development Coordinator and in close collaboration with PMs, Programme Coordinator and Meal Specialist..

S/he will be responsible to provide technical guidance and quality oversight, to Protection services provided by Cesvi to conflict-affected populations. The Protection Specialist will contribute to strategic direction and technical management support in Libya, ensuring it is needs-based, context-appropriate and conflict sensitive.

Main tasks:

  • To oversee and provide technical guidance on the implementation of protection related activities, ensuring that project deliverables and activities (including but not limited to provision of MHPSS, CP/GBV/General Protection case management, protection monitoring, awareness sessions and trainings for stakeholders, cash assistance and community-based accommodation scheme) are of high quality, ensuring the adherence with Inter-Agency guidelines and standard operating procedures including the resilience-focused framework adopted by Cesvi in Libya;
  • Regularly provide technical support to the Case Management Supervisors, (including GBV and CP) , developing their skills in supervising and mentoring case management units (Case Workers ,Psychologists, and Social Workers) in delivering projects activities;
  • Regularly provide technical support to the protection supervisor in developing his/her skills in supervising and coordinating the implementation of protection focused project activities, including protection monitoring (KIIs and FGDs), awareness sessions, and managing the community-based accommodation scheme;
  • Identify training needs with supervisors and, in coordination with the Technical Unit, provide trainings, refresher workshops, and regular coaching to the staff;
  • Lead the development and the roll-out of technical tools and guidelines, and ensure quality and safe information data management;
  • Collaborate with the MEAL Specialist in order to ensure regular monitoring of the activities, analysing and integrating feedback from beneficiaries into the project design;
  • Conduct regular visits to Cesvi offices and social centers to monitor the implementation of projects, providing technical inputs for projects readjustment;
  • Consolidate quantitative and qualitative reports related MHPSS, General Protection, Child Protection and GBV activities as per donors and Cesvi requirements;
  • Contribute, as a Technical Unit Specialist, to develop sector strategies and standard operating procedures for Cesvi Libya with reference to MHPSS, General Protection, Child Protection and GBV sectors;
  • Ensure that protection related activities are in line with international standards, global guiding principles and with SOPs endorsed at country level by the MHPSS, General Protection, Child Protection and GBV sectors;
  • Ensure adherence to PSEA and Safeguarding Policy;
  • Proactively participate and represent Cesvi in relevant coordination meetings and relevant protection sub sectors;
  • Support with recruitment of specialized projects staff.

ESSENTIAL REQUIREMENTS

  • Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies or another appropriate field; Postgraduate degree preferred
  • Minimum 4 years’ experience implementing programming in emergency or recovery settings; of which at least 3 years must be in the field of protection, GBV, and/or CP
  • Understands principles and practice of case management approach and can apply it to GBV, CP and protection programs;
  • Proven experience providing case management and psychosocial support, directly or in a supervisory role and experience supervising Case Workers;
  • Proven experience providing protection monitoring support, directly or in a supervisory role to field staff;
  • Proven experience in capacity building of national and international staff;
  • Proven experience in adapting and applying the respective Inter-Agency Minimum Standards for Child Protection in Humanitarian Action and GBV Emergencies Programming, IA Guidelines for Case Management and Child Protection, and any other relevant protection tools;
  • Knowledgeable in and experience in following IASC Guidelines on MHPSS in Emergencies and international best practices on the integration of MPHSS into protection programming;
  • Proven experience in using Primero/GBVIMS+;
  • Prior experience in Libya (ideal) and/or other security-sensitive environments;
  • Ability and willingness to work in remote and isolated locations with ever-changing security scenarios.
  • Demonstrates commitment to gender equality;
  • Promote and integrates gender analysis and mainstreaming into humanitarian programming
  • Demonstrable technical expertise in designing and leading protection assessments;
  • Experience in providing relevant technical and programmatic contributions to project design;
  • Knowledge of project cycle management
  • Ability to produce high quality narrative reports and timely contributions to project proposals
  • Able to mentor and provide in person and remote technical support to programme staff
  • Able to apply participatory approaches to engaging with and mobilizing communities
  • Experience in designing, implementing, and evaluating Protection programs with a strong focus on GBV and CP
  • Experience in remote management and training
  • Excellent problem-solving and analytical skills
  • Strong communication and diplomatic skills
  • Strategic thinking and planning for CP and GBV response
  • Self-motivated, able to take initiative, resilient and able to work independently.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
  • Capacity in networking and build effective partnerships with local stakeholders
  • Adapts and copes with pressure;
  • Strong interpersonal and communication skills, facilitates a collaborative environment among colleagues and stakeholders to promote effective coordination
  • High level of IT skills (Office package)
  • Fluency in English (written and spoken)

DESIRABLE REQUIREMENTS

  • Experience in education in emergency programs with refugees, migrants and IDPs
  • Experience in protection integrated cash assistance including Individual Protection Assistance and Cash
  • Experience working with community-based accommodation schemes and other alternative shelter solutions in emergencies
  • Experience in working with CSO and local NGOs
  • Knowledge of Arabic

HEALTH SAFEGUARDING

Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
