General context of the project

INTERSOS’ Migration Unit is operative in Foggia with Mobile Medical Units (MMU), providing Primary Health Care in condition of need, with two main aims: ensure health coverage to patients without proper access to local health services (migrants on the move, not integrated migrants, seasonal workers, marginalised individuals or communities) and catalyse better and more inclusive approaches by the Local Agencies for Health and social support with a strong local institutional advocacy and a widespread grassroots movements networking.

In Foggia’s province, up to 6.500 migrants each year are exploited in agricultural seasonal work, being inhumanly, illegally treated, underpaid and living in dramatic conditions in shanty towns, occupied buildings and factories.

Due to the Emergency COVID-19 related the project will also provide COVID-19 prevention, pre-triage, identification of cases in the most exposed areas, support for the vaccination in coordination with the Public Medical authorities.

 

General purpose of the position

Provide PHC with autonomy on MMU 1, support Public Health experts and Project Manager in assessing the project’s impact, developing the operative network, promoting health and awareness of health, ensure the delivery of quality COVID-19, medical care for patients and their communities and improve the health security and global health conditions of the targeted population.

 

Main responsibilities and tasks

  • Provides PHC, prevention and pre triage in autonomy on MMU 1 (Mobile Medical Unit 1) supported by two cultural mediators, raising awareness and decreasing COVID-19 risk, with careful attention to the criticalities in the area, complying with the project’s security recommendations (i.e. CPP, SoPs)
  • Act as team leader of the medical team under his direct responsibility according to INTERSOS policies and procedures
  • Supervise the medical team performance and the quality of the medical project activities and inform the Project manager about any relevant problem 
  • Check and control the rational distribution of medicines and equipment under his responsibility and take care the quality, disinfection and sterilization of the medical materials. Ensure general compliance with standing hygiene standards. Is in charge of weekly/monthly consumption analysis and medical orders;
  • Act a referral on vulnerable cases, with particular attention to women and minors in need;
  • Provides health promotion as evaluated in teamwork;
  • Ensure the effectiveness of patients’ referrals to social and medical services. In the case of highly vulnerable patients, the company to medical services.
  • Helps in establishing higher standards of assistance in “hard to reach” population related to general medical assistance and COVID-19 emergency, acting with politeness and keeping harmony between operative partners:
  • Participates in assigned activities planning, implementation, and reporting; participates in the collection of medical information (reports, articles, meetings) and data (statistics, epidemiological data);
  • Locally represents INTERSOS when on duty;
  • On the request of the PM or the Regional Medical Referent carries out extra tasks (Participation in medical assessments, reinforcement for another field team, project evaluation);
  • Assumes the duty of protecting confidential information about the beneficiaries to ensure professional confidentiality, and to keep INTERSOS documents internal and confidential.

 

Required profile and experience

Education

Medicine Degree obtained in Italy

Professional Experience

  • Two years desirable working experience in Primary Health Care
  • Working experience with asylum seekers and migrants 
  • Work experience in the humanitarian sector especially in fragile and unstable environments

Professional Requirements

Essential computer literacy (word, excel and internet)

Languages

English; French

Personal Requirements

  • Teamwork and cooperation
  • Behavioural flexibility
