Cash Assistance Expert – Kurdistan

WORK CONTEXT

Cesvi has been working in the Kurdish Region of Iraq since 2018, focusing on the sectors of Emergency Livelihoods, Multi-Purpose Cash Transfer and Support to local entrepreneurship.

Within this framework, a new AICS funded project will start in February/March 2022 with a duration of 12 months.

This project intends to give continuity to the ongoing activities implemented by Cesvi, whose strategy in Kurdistan is focused on the sectors of livelihoods and protection.

The project responds to the needs created by the protracted humanitarian crisis and aggravated by the most recent economic crisis. It intervenes in favor of the most vulnerable sections of the population such as displaced persons, recently arrived Syrian refugees and host communities by improving their short-term economic conditions and enhancing the income-generating capacities of the local communities in Erbil and Dhouk Governorates.

The international expert will provide to the Consortium members necessary technical support in order to guarantee the quality of the Project Result “Improvement of the short-term socio-economic conditions of vulnerable households”.

JOB DESCRIPTION

The collaboration will start in February/March 2022.

The main duty station will be the Country Office in Erbil, with regular visits to project’s areas in the Erbil and Dhouk Governorates.

The Cash Assistance Expert will refer to the Area Manager in HQ and the Head of Mission (HoM) in the field. S/He will work in close collaboration with Cesvi staff in KRI.

Main tasks and duties

The Collaborator will:

  • Provide technical support to the consortium partners for Cash assistance-related activities
  • Ensure the proper monitoring of the indicators of the Specific Objective and Cash assistance-related results, including through the development of monitoring tools
  • Define and implement the strategy and implementation modalities of the project’s cash assistance activities for all project locations, also through the development of specific Standard Operating Procedures
  • Ensure the application of the local Cash Working Group guidelines and standards in the project activities
  • Regularly participate in Cash Working Group meetings and other sectoral coordination fora
  • Coordinate and implement the selection of the Cash for Work beneficiaries
  • In coordination with the local authorities, identifies the works to be covered by Cash for Work and Buffer Grant activities in all project locations and defines their details
  • Select the Financial Service Provider for the transfer of money to the beneficiaries and supervise the services provided
  • Select and supervise the relevant local staff
  • Supervise the Post Distribution Monitoring and analyses its results
  • Define the intervention strategy for the activity of provision of grants for business reactivation/start-up
  • Supervise the selection of business activities to be supported by Grants
  • Supervise the disbursement phase of the grants to the selected enterprises

Furthermore, the Cash Assistance Expert will:

  • Ensure the proper application of Donor and Cesvi’s procedures
  • Develop and maintain track records of projects’ outputs, supervise the activities, prepare reports to the Donor and Cesvi HQ
  • Ensure the proper administrative-financial management of the activities, ensuring that expenditures are in line with the financial plan
  • Guarantee the respect of Cesvi Safeguarding procedures and standards
  • Organize and manage monitoring field visits by the Donor and Cesvi HQ
  • Ensure the visibility of the Organization and of the Donor

S/He will work in close coordination with other INGOs member of the consortium.

S/He will also provide inputs for the development of project proposals to expand Cesvi’s presence in the area.

ESSENTIAL REQUIREMENTS

Degree in Project Management, International Development/Humanitarian sector and/or Economic development, or other relevant sectors, obtained by at least 6 years;

Minimum 4 years’ experience in development/humanitarian projects funded by institutional donors in the sector of emergency livelihood and cash assistance

Proven experience in managing Cash Assistance projects in humanitarian contexts and proven knowledge of the functioning of transfer of money through Financial Service Providers

Fair understanding of grant distribution mechanisms to micro/small enterprises

Good reporting skills, analysis of project’s indicators and objectives

Fair understanding of budget issues in humanitarian projects (i.e. administrative and financial planning)

High proficiency in Italian – written and spoken. Please note that the project’s Donor operates in Italian. Therefore, it is of utmost importance for the candidate to be proficient in Italian. Candidates that do not fulfill such requirement will not be taken into account.

Proficiency in English, written and spoken

Strong computer skills including Microsoft Word, Excel

DESIRABLE REQUIREMENTS

Prior working experience in Iraq and/or in post-conflict settings

Prior experience in implementing humanitarian projects addressed to Refugees, IDPs and Returnee

Prior experience in the implementation of projects funded by AICS (Italian Cooperation)

Knowledge of the agricultural sector

HEALTH SAFEGUARDING

Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
