Duty station: Mekelle (Tigray Region) with periodic missions to Addis Abeba (Ethiopia)

Contract duration: 12 months
Reporting to: Programme Manager Tigray directly and Head of Mission hierarchically

General context of the project:
Since November 2020, a series of escalating clashes between the Ethiopian Federal Government and the Tigray Regional Government has resulted in a growing humanitarian emergency including heavy casualties and population movements both internally and cross border. An estimated 9 million people within or near the Tigray region are at risk due to increasing confrontations. Furthermore, access into Tigray Region has been severely restricted, with roads blocked, flights suspended, and communication lines (including phone and internet) shut down. There are reports that access is increasing, with some roads now open but remains extremely limited.
The Tigray Region, with a population of approximately 5 million, was already hosting approximately 600,000 people dependant on relief assistance before this conflict crisis, including 400,000 food insecure, 100,000 IDPs, and nearly 96,000 refugees, and nearly 16,000 returned migrants.
VIS is active in Ethiopia and in Tigray Region since 2000, mainly in Livelihoods, Education and Wash sectors. In Tigray VIS operates both in refugee camps (May-Aini, Hitsats and Adiharush Refugees camps), hosting communities and urban areas (in particular, Mekelle, Adwa and Adigrat), implementing development and emergency interventions mainly with the partnership of Ethiopian Catholic Church – Social and Development Coordinating Office of Adigrat (ECC-SDCOAd) and putting efforts to mitigate the effects of food insecurity, floods, pest infestation and lately also COVID 19.
In this context, VIS has decided to be engaged in humanitarian interventions in Tigray, as soon as the access will be possible; continuing to support the Ethiopian population most vulnerable.
General purpose of the position
The Project Manager will be responsible of the correct implementation of the ECHO project in conflict affected areas of Tigray Region.
Main Tasks and Responsibilities
Quality project management:
- Be responsible for overall project management at field level, including planning (monthly, quarterly and annual work plan and budget), budget management, donor reporting, and coordination with & relations with partners and other stakeholders, and monitoring of the project.
- Guarantee the timely reporting about the progress of the project.
- Contribute to establish strong relationships with stakeholders’ networks operating in emergency in Tigray.
Planning and management:
- Provide technical input to project team/partners for timely implementation and strategies
- Ensure the quality of the project implementation
- Ensure timely activities development and take corrective action if needed.
- Monitor and update the project activities, spending status and any deviation, respecting ECHO rules/procedures, and VIS internal procedures.
Donor reporting:
- Ensure reporting is submitted on time, respecting ECHO procedure.
- Provide monthly, quarterly and final narrative project reports, both for ECHO and local authorities, and validate the reports against financial reports and other documentations required for ECHO and local authorities guidelines.
- Prepare project case studies related to the activities implemented to be submitted each quarter with the reports and/or whenever requested.
Staff Coordination:
- Coordinate and supervise the work of VIS project team in close relation with ECHO Finance/HR Manager
- Build working relationship with the implementing project teams, other VIS teams, and other implementing partners, for achieving the project goals and creating proper synergies
- When requested, contribute in developing new activities related to the emergency in Tigray
Monitoring, Evaluation, Accountability and Learning (in cooperation with the MEAL Coordinator and Plan’s MEAL Department):
- Establish and update regularly database of project activities’ achievements, in close collaboration with VIS M&E Officer
- Develop project level monitoring plan and monitor implementations of project activities, in close collaboration with VIS M&E Officer
Position Requirements
- Master’s degree in social sciences, social work, international development, or other relevant field from a recognized institution.
- At least 5 years of relevant post qualification experience in a senior management or coordinator position, of which 2-3 years should be humanitarian (involved in at least one initial emergency response/start-up in a conflict affected area)
- Proven experience in implementing emergency response interventions funded by ECHO;
- Previous working experience in Ethiopia and/or Horn of Africa “desirable”
- Experience in food distribution and cash assistance programs.
- Knowledge of humanitarian context, sector standards, Sphere standards, CHS and protection principles.
- Excellent verbal and written proficiency in English
