Humanitarian Aid Expert – Mozambico
Istituto Oikos (www.istituto-oikos.org), founded in Milan in 1996, operates in Europe and in developing countries to promote the responsible management of natural resources and spread more sustainable life models as tools for socio-economic development and to fight poverty. Istituto Oikos operates in Mozambique and in particular in Cabo Delgado Province since 2012 with programs of conservation and natural resources management.
Since October 2017 the north of Mozambique has been affected by a suspected Islamist insurgency, with violent attacks displacing thousands of people and counter-attacks by the Government leading to human rights abuses. In addition, the area in April 2019, was hit by one tropical cyclone resulting in widespread destruction. To face the emergency context, Oikos has activated 3 emergency response programs in the Ibo district in the WASH, SHELTER and PUBLIC STRUCTURE RESTRUCTURING sectors, financed by institutional donors (IOM, UNICEF, GAIN) and private funds.
Location: Pemba (Cabo Delgado, Mozambique), with field missions to Ibo (Quirimbas National Park) and Maputo
Salary and level of classification: To be defined based on work experience and qualifications held
Conditions: Possibility of having lodging provided in the OIKOS Guesthouse
Flight tickets in and out + Visa taken in charge by OIKOS
Provision of medical and repatriation insurances
Duration: 6 months

The main duty of the selected expert is to set-up and implement on behalf of Oikos a dedicated unit for the planning, design and implementation of a humanitarian intervention program addressed to the residents of Cabo Delgado province. To accomplish this work, in coordination with the International Cooperation Unit of Oikos HQ in Milan and with the staff in Mozambique, the expert will be in charge of establishing and maintaining contacts with the various Humanitarian Aid donors intervening in the area.
Considering the specific context of northern Mozambique, she/he will be also in charge of drawing up, in collaboration with Oikos technical staff, specific intervention plans to address the needs of IDPs and affected communities including actions related to protection and disaster prevention with main focus on WASH, shelter components and to the consequences of climate change.
He/She will design proposals according to the objectives and strategic emergency plan established In synergy with Oikos HQ,, also accompanying the implementation phase in coordination with the Oikos Staff in charge of the operational and administrative management.
Activities
- Ensure constant contacts with the on-site focal point of the EU, UN and international humanitarian aid agencies present in Mozambique and the Southern African Region, identifying and formulating intervention proposals to consolidate the emergency response of Oikos in support of the beneficiary population of Ibo and Pemba.
- Collect data and information useful for the formulation of humanitarian intervention proposals to be sent to the Donors, maintaining constant contact and interfacing with the emergency national Agencies (INGC) and the Representatives of the communities affected by natural disasters, identifying needs and priorities in the areas of intervention of Oikos.
- Having adequate experience in emergency contexts, the application of international policies in the sectors where Oikos operates is required, using internationally recognized methods considered by the Donor as a reference for the formulation of humanitarian initiatives (ECHO and OCHA standards).
Requirements:
- At least 3 years of experience in similar roles
- At least 8 years of experience in humanitarian interventions at international level
- Demonstrated ability in drafting project proposals for international donors
- Good level of organisational and operational autonomy as well as ability to manage economic and human resources
- Proficiency in English language
The following will be preferred:
- Specific experience in Mozambique
- Knowledge of Portuguese language
- Attendance to protection training programmes
- Technical experience in WASH and/or shelter sector.
