FS & Livelihoods Project Manager – Mozambico

WORK CONTEXT

Since 2009 Cesvi has been working in Sofala Province supporting rural development and strengthening agricultural systems involving local farmer’s associations, implementing projects funded by the EU and by the Italian Cooperation.

In order to respond to the cyclone IDAI emergency, Cesvi scaled up its activities, in collaboration with the Alliance2015 consortium partners Concern and Welthungerhilfe, which are now operating under Cesvi flag in Beira and Nhamatanda.

Following joint assessments,  Cesvi, Concern and Welthungerhilfe have distributed Shelter/NFI/Wash Kits along with Seeds/tools and a seed protection ration to approx. 8,500 HH in Nhamatanda district, funded respectively by  Concern, Welthungerhilfe, IOM, UNICEF, FAO and WFP.

Currently the consortium is implementing an ECHO/Irish Aid/Alliance2015 transition and early recovery programme covering WASH and emergency shelters.

Food Security and livelihood activities are undergoing implemented directly with own funds of the consortium and the  Valencia Municipality.

Furthermore Cesvi is applying  for additional funds or call for proposals, in accordance with the country strategy.

The commitment so far is expected to last until the end of June 2020.

JOB DESCRIPTION

The collaboration is expected to start on January 2020.

The duty station is in Nhamatanda, Province of Sofala, Mozambique.

The FS & Livelihoods Project Manager:

  • He/She will be responsible for the implementation of the project activities (implementation, monitoring, and evaluation);
  • He/She will implement activities in FS & livelihoods sector;
  • He/She will act as budget holder of the projects budget lines during the deployment and hold signature power as per Cesvi guidelines;
  • He/She will manage the projects team on the ground and, if required, he/she will manage the employment of projects staff;
  • He/She will supervise on training needs for the assigned project teams;
  • He/She will be responsible for donor reporting on the assigned project(s);
  • He/She will assure the projects activities are in line with the Emergency Response Strategic and Activity Plan;
  • He/She will establish contacts in Nhamatanda and Beira with all relevant actors to avoid overlaps and gaps in the response;
  • He/She will establish contacts with potential partners and with the Program Manager assess local partner capacities for a joint response, if relevant for new funding opportunities;
  • He/She will identify new donors and design new funding proposals coherently with Cesvi Strategy and under the superivision of the Program Manager;
  • He/She will provide, in coordination with the Program Manager, firsthand inputs to the update and development of Cesvi Strategy in the Country;
  • He/She will represent Cesvi/Alliance2015 in relevant coordination structures and other meetings will be in place and on the ground.
  • He/She will assure the integration of CRM ( Complains Response Mechanism), PSEA (Protection from sexual exploitation and abuse), mainstreaming, protection and DRR components in coordination with Cesvi/A2015 technical units;

ESSENTIAL REQUIREMENTS

  • University Degree in Agronomy or related studies
  • 3 to 6 years’ experience in managing agricultural and food security programs in an international context
  • Experience in working with local NGOs and CBO’s with a participatory approach
  • Knowledge of ECHO procedures
  • Excellent management skills including human resource and financial management
  • Good administrative skills and abilities
  • Communicative, analytical and problem solving personality
  • Dynamic and willing to take initiative
  • Flexible, patient and with a positive attitude
  • Ability to manage workload and stress and work in a challenging environment
  • Fluency in written and spoken English
  • Computer literacy

 DESIDERABLE REQUIREMENTS

  • Prior working experience in Sub-Saharan Africa, Mozambique in particular
  • Experience in emergency and recovery programs
  • Knowledge of other International donors rules and procedures (UN – EU – etc.)
  • Networking skills and advocacy skills
  • Excellent written and spoken Portuguese
