Supervision of: 1 staff VIS + 6 staff members of the local partners

1. General context of the project
The ongoing conflict in the Palestinian territories did not leave any aspect of the people life without a serious negative impact, these effects vary according to the related sector and its relation with the complex political context. The education sector in Palestine has been affected on various levels and different locations, mainly in Area C and East Jerusalem where in 2016 more than 250 education-related violations were documented, affecting nearly 30,000 students, furthermore many students are obliged to travel long distances, delays at military checkpoints, harassment and violence, military activity in or around the school, or have to cross military areas and firing zones.
In the South of West Bank; in particular Area C communities and H2 area are the most vulnerable groups regarding the education attainment, the Israeli movement and development restrictions left hard impact on the students and the education infrastructure. As more than 60% of Hebron and Bethlehem governorates considered as Area C (Areas under the Israeli security and administration authorities according to Oslo accords) where the Israeli side put hard and restricted movement, construction and development measures against any kind of community infrastructure, beside that more than 20% of Hebron city is categorized as H2 (Part of Hebron city under full Israeli security control) which contains more than 18 Israeli military check points and more than 7 kilometers of closed roads.
The Palestinian authority from its side was not able to intervene enough in these communities as they are under the Israeli control, so many of the schools in the area became uncomfortable spaces for students who are already struggling to reach these schools because of the closed roads and the check points. Since last year VIS initiated a protection program targeting the most vulnerable children and adolescents in Area C communities and H2 area, through actions of psycho-social support and support for educational process in emergency
2. General purpose of the position
The Project Manager is responsible for the full managerial and technical implementation of the project, including procurement, selection of staff, monitoring and financial supervision of expenditures against target activities. S/he will support training and will supervise all the activities in the field locations. S/he is responsible of regular donor reporting and of attending technical coordination meetings. All the incumbent work will be done under the supervision of the Country Representative.
Main responsibilities and tasks:
- Planning, coordinating, monitoring and evaluating the implementation of the project, ensuring timely and quality delivery of services as per approved project’s proposal;
- Ensure the respect of VIS internal procedures, donor regulations and international humanitarian standard in the management of the project;
- Conduct regular field visits to assess program quality and progress toward objectives;
- Monitoring financial supervision of expenditures an appropriate budget management;
- Planning the procurement of the material necessary for the implementation of the activities in collaboration with the Country Administrator to ensure adequate supply;
- Maintain appropriate relations with local authorities (Public Administration and Ministry of Education), local partners, INGOs, and Donors (AICS, UNOCHA, ECHO Consortium WBPC) at field site level, in coordination with the Country Representative;
- Proactively participate at relevant technical coordination meetings (Education and Protection Clusters) and working groups;
- Provide supervision and guidance to staff members involved in the project;
- Ensure accurate data collection and reporting are submitted in a timely manner for all activities within the project;
- Elaborate regular reports, including donor reporting ensuring accurate data collection and timely submission.
- Contribute to the elaboration of new project proposals and program strategy, in particular in the child protection sector, providing comprehensive support to the program team in the process of the proposal writing.
- Manage and supervise the activities that guarantee the appropriate visibility of the project, following donor guidelines.
- Contribute in the elaboration of communication and fund raising material, requested by VIS at HQ level.
Requirements:
Knowledge and Competences:
- Master’s Degree in Social Sciences (political sciences, international relations, sociology, development studies and cooperation) or other similar disciplines in the humanistic-social area concluded for at least three years.
- At least 3 years’ experience in the same role, in development or emergency projects, in the developing countries. Desirable prior experience in Palestine or other security-sensitive contexts.
- Previous experience in psychosocial support activities in emergency context with vulnerable target groups.
- Good knowledge of the international standard on Child Protection and Education in Emergency
- Demonstrated organizational skills in highly complex emergency operations
- Good knowledge of institutional donors procedures
- Good knowledge of MS Office (Word, Excel, Outlook)
- Fully proficient in written and spoken English and Italian language
- Spoken Arabic language (desirable)
Capabilities:
- Supervision and overall understanding of economic-financial aspects, related to the project;
- Coordination and supervision of local staff in line with the legal requirements of the hosting country;
- Capacity of training local staff through learning-by-doing (training on the job);
- Capability of reacting in front of unexpected occurrences;
