Country Representative – Myanmar
WORK CONTEXT
Terre des Hommes Italia has been working in Myanmar since 2004, implementing its projects in the field of emergency, children’s rights, food security and livelihood in general.
Currently actions are concentrated in two areas of Myanmar: The Central Dry Zone and the surroundings of Yangon.
In Yangon area and in the Dry Zone TDH IT supports child protection and education projects, whereas in the Dry Zone is supporting villages with livelihood, nutrition and climate smart agriculture interventions.
Food security, agriculture and access to the market are the basis of our interventions.
JOB DESCRIPTION
The collaboration will start in February 2019.
The main duty station will be Yangon for coordination and representative duties, with periodical field visits to Nay Pyi Taw and in the project area in the Dry Zone or other areas for need assessments.
The Country Representative will respond to the HQs Senior Programs Manager.
Be the Country Delegate.
By the end of March 2019 a three years strategic plan should be ready.
Supervise project management including administration, accounting, procurement, staffing and reporting.
Guarantee documentation of all project activities, through reports and other visibility tools, as required and agreed upon with the donor
Support the national institutions for the successful implementation of the Sponsorship activities
Meeting periodically with the other member organizations of the International Federation of Terre des Hommes.
Attend meetings with UN Agencies representatives, EU representatives, local and international NGOs officers, private sector and civil society representatives, whenever required
Seek funding possibilities and create project proposals for private and public donors, according to the above mentioned Strategic Plan.
Do planning including related financial provisions under the supervision of the Senior Programs Manager
Ensure the elaboration of monthly internal reports (projects’ reports, M&E reports etc) on achievements, projects, problems encountered, pertinent developments, and strategic needs
Be involved in visibility actions taken by TDH IT in order to promote in-Country activities and to raise funds accordingly
ESSENTIAL COMPETENCIES
Master degree or higher in agronomy, economics, or international development.
Minimum 5 years’ experience working in foreign countries on agricultural, livelihoods and market approach.
Minimum 5 year of working experience at management level with INGO, or UN, or Donor agencies.
Previous experience of at least 3 years as INGO Country Representative will be considered a strong asset.
Strong understanding of development issues and ability to translate organizational goals into actions
Knowledge of major donors rules and regulations.
Proven ability to work creatively and independently.
Enthusiasm and determination to make the organization grow.
Ability to train, mobilize, and manage both international and national staff
Knowledge of procurement procedures
Proven experience in project proposal writing (from need assessment to final presentation)
Experience in developing country strategies
Excellent abilities in dealing with international donors for presentation and negotiation of project proposals
Strong networking and negotiation skills
Communication skills with ability to work closely with local staff, beneficiaries, and partners
Strong organizational and leadership skills
Problem-solving and analytical skills
Supervisory and M&E skills as well as experience with NGO procedures, approaches and operations
Strong computer skills
Fluency in English (written and spoken)
DESIRABLE COMPETENCIES
Experience in Livelihood, Value Chain or WASH will e considered an asset.
Experience in Organizational development
Minimum 5 years’ experience working in foreign countries on agricultural, livelihoods and market approach.
Experience in both development and humanitarian contexts
Prior experience in Myanmar or in South East Asia
Knowledge of Italian language.
