M&E Specialist – Democratic Republic of Congo
Closing Date: May 4th, 2018
Duty Station: Democratic Republic of Congo, Goma Country Office (50%), field offices (50%)
Period: 12 months
Starting Date: June 1st, 2018
Main objective: Due to the dynamic nature of the operating context, this individual will be required to not only monitor projects but also to design and conduct needs assessments, participate in broader humanitarian assessments, conduct independent research, and assist in evidence-based advocacy and donor relations, humanitarian coordination, and project design and proposal writing.
Reporting to: Country Director (1st Supervisor), Desk Area Manager (2nd Supervisor)
Specific duties:
While the primary focus will be on core M&E activities, it is not expected that this single position will cover all necessary M&E across all projects while also managing additional duties:
Design, implement, and otherwise support routine project monitoring activities.
Assist in project design and proposal writing.
Facilitate the work of external M&E and research consultants.
Design, conduct, and otherwise participate in internal and external assessments, including to identify needs, impacts of interventions and shocks, and to support the humanitarian cluster system.
Design and conduct collaborative research projects as agreed upon with the supervisor in support of AVSI programming in-country and broader organizational needs and goals.
Engage in advocacy and humanitarian coordination on behalf of AVSI in DRC
Liaise with actual and potential donors, partners, and other stakeholders in AVSI programming
Complete all other duties as assigned by the supervisor.
Essential Requirements:
Candidate profile
University degree, preferably in a topic related to economics, statistics or international development; a Master/PhD in Public Health, Statistic, Social Sciences an asset
At least 3/5 years of professional experience in humanitarian / emergency contexts
Fluent in English and French
Previous experience in DRC an asset
