Logistics and Procurement Coordinator (Leb 11/2017)

Background:
Terre des Hommes Italia (TDH IT) is an International NGO member of the Terre des Hommes International Federation, and of several Italian NGOs coordinating bodies, including CINI, the Italian Network of International NGOs. Terre des Hommes Italia (TDH IT) assists more than 1 million children and their families and communities, in 21 countries. We implement relief and mid-term programs and projects in the fields of education, primary health, protection, PSS and children’s rights.
Terre des Hommes Italy works in Lebanon since 2006, where it has implemented several educational and psychosocial, emergency, relief and mid-term interventions together with its National partners in the remote and deprived areas of the countries and in the Palestinian refugee camps, for the benefit of the vulnerable Lebanese and Palestinian population and the Syrian Refugee community.
Since the beginning of the Syria crisis, with the support of various donors (ECHO, UNICEF, UNHCR, Private Donors, Terre des Hommes NL, Italian Development Cooperation Agency, Italian Ministry of Foreign Affairs) TDH IT has provided assistance to Syrian refugee families fleeing their country and looking for shelter in Lebanon, as well as to the Lebanese host communities.
Within this context TDH Italia is looking for a Logistics and Procurement Coordinator in charge of:
Ensuring all logistic operations of Terre des Hommes IT Delegation in Lebanon (including fleet management, procurement procedures and logistics of the activities)
Ensuring the coordination between admin staff assigned to TDH It offices (Beirut, Zahleh, Tyr)
Supervise the logistic staff of each office in coordination with the Country Administrator, Program Administrators and the Heads of Office;
In coordination with the Administrative team, oversee the draft and finalization of the procurement plan of each office and of the Delegation;
Manage the warehouse and the inventory of each office and of the Delegation;
Supervise and follow up of the procurement procedures at field offices and Delegation level;
Revise and update TDH It supplier database to facilitate procurement procedures and ensure the selection of trustworthy suppliers;
Support the Project Managers on logistic of the activities and procurement procedures;
In coordination with the Country Administrator, revise and update logistic and procurement procedures in the Local Management Manual of TDH It Delegation in Lebanon;
Ensure due diligence and transparency concerning procurement and logistics and their compliance with TDH IT and donor’s rules and policies;
Elaborate new tools (IT, filing, etc.) for the correct management of the logistic activities of TDH It Delegation in Lebanon;
Revise procedures, contracts and other related documents prior to their submission to the Delegate or to other authorized staff;
In charge of the fleet management of Delegation;
Oversee the rehabilitation, maintenance and management of TDH premises, including offices, warehouses and guesthouses. The Logistics and Procurement Coordinator ensures that TDH property, including the fleet, means of communication and other equipment are purchased, used, replaced, and disposed in accordance with TDH and donors’ policies and procedures;
Support the preparation, planning and revision of the budgets as regard as logistics of the activities in coordination with the TDH It PMs and HoOs;
Organize the filing of the procurement procedure documents and support the administrative staff on the accountancy of the logistic expenses;
In coordination with the Admin staff, the Logistics and Procurement Coordinator is the focal point for the preparation of financial and narrative reports to donors as far as logistic procedures, relevant documentation and compliance with TDH IT and donors’ procedures are concerned;
Contribute to the logistic arrangements related to the overall training plan;
Carry out on-the-job training and capacity building of TDH It logistic staff, including regular evaluation;
Attend Log/Procurement coordination meetings and workshops at national and regional level and/or organize with offices’ Log and Admin staff their participation; share minutes with concerned staff;
If requested by the line manager, the Logistics and Procurement Coordinator could manage the relationship with donors or national institutions about logistic issues.
Qualifications:
Bachelors Degree or equivalent in a relevant field
Excellent knowledge of standard logistic procedures and practices
Good understanding of financial, procurement and HR procedures
Good level of technical IT/communications/construction skills
Excellent analytical, oral and written communication skills, including the ability to interact with diverse stakeholders
Ability to work within and motivate the team;
Fluency in written and spoken English, knowledge of Arabic is an asset; knowledge of Italian is a plus
Good computer skills
Sound organizational skills, precision, rapidity, dependability, and ability to manage and prioritize multiple tasks and meet tight deadlines
Willingness and capacity to be flexible and patient when challenged by difficult and frustrating working conditions
Prepared to live and work in an uncertain security environment
Professional experience:
At least 3 years’ previous field experience in a relief NGO in a similar role
Minimum 3 years of previous experience in a managerial position
Previous experience in Lebanon or in the MENA region is an asset
