Medical Advisor – North East Siria/ North Iraq
Location: North East Siria/ North Iraq

Context:
Un ponte per… (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un ponte per… started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through awareness raising and advocacy campaigns, cultural exchanges, humanitarian and peacebuilding projects. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels. Since 2012 UPP implements several programs to assist Syrian refugees. The position:
Un Ponte Per… is looking for one or two medical advisors for the implementation of the health projects carried out in cooperation with the local partner Kurdish Red Crescent in North /East Syria.
Role and Responsibilities
The medical advisor will be responsible for:
Monitoring the project’s activities
Ensuring the technical assistance to the local health staff ensuring the compliance with international standards
Reviewing emergency protocols
Training for the local staff
Attending meeting with NGOs operating in the region
Elaborating M&E datas for reporting purpose
Supporting the project managers in the reporting activities
Essential Requirements:
Medical degree. It is not required any medical specialization but a good understanding of the medical case management.
Minimum of five years professional experience in the medical sector.
Good understanding of the project life cycle management
Excellent capacity to work in team.
Proven capacities to plan activities successfully targeting results and objectives.
Ability to supervise and/or mentor the medical staff.
Previous work experience in humanitarian field.
Excellent oral and written English. Arabic and Italian are an asset.
Working experience with local counterparts (CSOs, local NGOs, local institutions).
Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.
Ability to work under pressure in stressful environments.

Medical Logistics Manager – Iraq/Siria
Duration: 3 months with possible extension
Starting from: as soon as possible

GENERAL CONTEXT:
The team is based in North East Syria (NES) for most of the time with frequent visits to the project locations and to the other UPP offices in the area. Trips to field are done whenever the situation allows. The UPP mission in NES is currently working in several locations and supporting PHC and hospitals. Most of the medicines and equipment provided to these health facilities are imported from the neighboring Iraq, through the territory of the Kurdistan Regional Govt. Social and political situation together with the ongoing war pose a number of daily challenges to the supply chain.
OBJECTIVE AND RESPONSIBILITY OF THE POSITION:
The MedLog manager will ensure the correct work of the supply chain and support partners and stakeholders in managing the stocks of medicines and equipment imported.
Main responsibilities:
With the project manager and the medical advisor, contribute to the logistics strategy including pre-positioning investments and identify local procurement requirements for each emergency scenarios
Develop a key logistics training/induction programme for any local and national staff in need.
Under the direction of the HoM contribute to revisions or strengthen of country Emergency Preparedness Plans as and when appropriate
Ensure that the donor minimum standards of logistics procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
In agreement with the Head of offices in Iraq and Syria and their logistic staff take the lead on medical logistics aspects of deployment including importation from humanitarian hubs, transport, warehousing, recording and reporting of drug supply and medical equipment
Support if needed with non-medical logistics throughout the deployment
Ensure quality standards of drug management are met for each module deployed which will include warehousing, cold chain management, stock rotation and control, pipeline management, consumption monitoring and ordering
Responsible for supervising the correct maintenance of medical equipment
Train public and partners’ health facilities in safe waste management of drug and medical supplies
Recruit, train and manage national logistics staff involved in medical logistics staff, together with HR.
External representation:
Upon request of the project manager might attend specific meetings related to logistics.
Human resources management
Responsible for evaluation of the project logistic staff;
Support the logistician in Syria and Iraq with the required training sessions.
Reporting:
Responsible of the weekly and monthly reports for the logistic aspects of the project to the project manager.
Qualifications and experience
Essential:
Appropriate experience in humanitarian field deployment logistics within an international ngo
Strong experience in directly managing cold chain supply
Experience supporting an emergency health response and in cross border operations involving several State Auth./customs.
General knowledge of logistics
Demonstrated ability to multi-task in a pressurised and demanding response
Strong inter-personal skills with effective communication and strong team values
Proficiency in Microsoft Office (Word, Excel, Outlook)
Fluent written and spoken English, Arabic an asset
Ability to work in and maintain a positive team dynamic in insecure and basic environments
Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization
Pharmaceutical or medical logistics experience
Desirable:
Familiarity with Iraq and Syria (professional or personal)
Previous experience of humanitarian response in conflict areas;
Previous experience of training and working with national teams on emergency preparedness.

Un ponte per… è un’associazione di volontariato nata nel 1991 – con il nome di “Un Ponte per Baghdad”- subito dopo la fine dei bombardamenti sull’Iraq, con lo scopo di promuovere iniziative di solidarietà per la popolazione irachena colpita dalla guerra. Successivamente l’intervento di Un ponte per… si è ampliato alla Serbia ed al Kosovo e ad altri paesi del Medioriente e del Mediterraneo. Lo scopo dell’associazione è la prevenzione di nuovi conflitti, in particolare in Medio Oriente, attraverso campagne di informazione, scambi culturali, progetti di cooperazione e umanitari e interventi civili di pace. Un ponte per… considera indivisibili gli interventi di solidarietà concreta dall’impegno per la costruzione di legami tra la società civile italiana e la società civile dei paesi in cui opera. In Iraq, l’associazione ha realizzato in oltre 25 anni progetti sanitari, culturali ed educativi, su pace e diritti umani. In seguito al conflitto del 2003, Un ponte per… ha avviato iniziative a sostegno della società civile irachena, impegnata a proteggere il patrimonio culturale, i diritti umani ed ambientali, a tutelare le minoranze, la libertà di espressione e associazione, la cultura della nonviolenza. L’associazione è attiva anche nel recente conflitto iracheno con interventi di emergenza, prima accoglienza e distribuzioni costanti di aiuti, ma anche di peace building. Al lavoro umanitario è sempre affiancato un impegno di lungo periodo a favore della popolazione irachena e curda e dei suoi diritti. Nel 2011 “ Un Ponte Per…” ha avviato un ampio programma di assistenza ai rifugiati fuggiti nei paesi limitrofi e dal 2014 nell’area a maggioranza curda della Siria del nord Est. L’associazione opera inoltre in Libano, Giordania, Palestina, Serbia e Kosovo.
Ruolo e Responsabilità
Il/La Responsabile del personale gestisce e supervisiona tutti i processi relativi al personale: pianificazione e reclutamento del personale (profilo, ricerca, selezione ed inserimento), gestione e sviluppo del personale (formazione e valutazione) operando coerentemente con gli obiettivi strategici dell’associazione.
Il/La Responsabile del personale ha i seguenti compiti:
In accordo con la Direzione gestisce la programmazione del fabbisogno di personale di cui necessita l’organizzazione
Predispone le vacancy in ottemperanza alle previsioni del manuale relativo ed in base alle informazioni ricevute dalla Direzione, i/le Capo Dipartimento e ed i/le Project Manager e ne cura la diffusione e la pubblicazione.
Esegue la selezione dei CV, la predisposizione delle short list ed organizza i panel di selezione.
Organizza i processi di formazione e valutazione del personale e cura l’inserimento nell’organico per le nuove assunzioni.
Propone alla Direzione modifiche organizzative necessarie al miglioramento dei flussi di lavoro e delle performance dell’organizzazione.
Propone, ricerca, progetta, programma ed organizza interventi formativi per il personale;
Garantisce il monitoraggio delle collaborazioni all’estero attraverso colloqui periodici
Gestisce i rapporti con le Università ed in generale tutte le pratiche relative a stage tirocini
Redige ogni sei mesi un rapporto sulla valutazione del personale indirizzato alla Direzione;
Applica e rivede annualmente le procedure di gestione del personale.
Requisiti:
Laurea in materie di indirizzo socio-psicologico, eventualmente corredata da corso di specializzazione post-laurea
Ottima conoscenza del funzionamento generale delle associazioni e le organizzazioni no-profit
Almeno tre ani di esperienza in posizioni organizzative con funzioni assimilabili
Comprovata esperienza nella formazione e nella conduzione dei gruppi
Ottime capacità analitiche, di mediazione e negoziazione.
Ottime capacità relazionali, di leadership e problem solving
Buona conoscenza della lingua inglese (almeno Intermediate).
