Context:
Un ponte per… (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un ponte per… started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through awareness raising and advocacy campaigns, cultural exchanges, humanitarian and peacebuilding projects. The project:
Un Ponte Per… is looking for a project manager in order to implement a short term intervention supported by UNFPA. In the context of the current Raqqa military operation the project aims at providing medical services to civilians and particularly at:
Strenghtening the provision of reproductive health services in North East Syria
Supporting local hospitals with staff and medical kits
Delivering three health and reproductive health mobile units in the accessible area affected by the military operation.
Role and Responsibilities
The Project Manager will be responsible to guarantee the correct operational and financial implementation of the project performing the following main tasks:
Setting up, planning, and supervising the implementation of project activities in close co-operation with the key project staff;
Monitoring the activities and the results achieved against the project indicators;
Ensuring that all project reporting (internal and external) is completed in a timely and accurate manner;
Planning the project expenditure and ensuring the compliance of expenditure of budgets with donor requirements;
Ensure, together with the administrative offcie, the overall management, the control and the oversight of financial and administrative procedures, in compliance with UPP organizational systems and instructions;
Liaising with local partners, the donor, and with all relevant stakeholders;
Participating to all the relevant humanitarian coordination working groups and meetings;
Performing any other task assigned by the Head of Mission
Essential Requirements:
University degree
5 years professional experience in humanitarian project management
Excellent command of the project life cycle management with a special focus on administration and reporting actions
Proven capacities to plan activities successfully targeting results and objectives
Excellent knowledge of the guidelines set out by main donors (EU, UN etc.)
Excellent oral and written English
Working experience with local counterparts (CSOs, local NGOs, and others)
Experience of planning, organizing and prioritizing work, working under pressure and matching deadlines
Experience of writing project proposals.

Desirable Requirements:
Knowledge of the Middle East context and relevant local actors.

Mental Health Technical Advisor – Erbil

Project purpose
The project aims:
at providing Mental Health and Psychosocial Support (MHPSS) services to Syrian Refugees residing in the Erbil Governorate;
at building the PSS capacity of health/non-health staff at Camp and Non-Camp level.
Organization setting:
The Mental Health Technical Advisor will technically coordinate the multi-disciplinary teams in the Camps (Psychosocial Counselors and Community Workers) and will report to the Project Manager. Such technical coordination of the multi-disciplinary teams in the Camps will occur in line with UPP “Standards of Procedures” (SoPs).
Job duties and tasks
The TA main responsibilities are:
to build capacity of the multidisciplinary teams;
to develop technical materials;
to support the development of MHPSS related Programs/Projects;
to coordinate with MHPSS-related actors.
Tasks related to Capacity Building:
Provide on the job training, monitoring, supervision, and mentoring to the multidisciplinary teams in the Camps, in line with UPP SoPs. Such SoPs include: Technicalities related to the activities to be conducted at Camp level; Technicalities related to the establishment of an effective Case Management system.
Assess the PSS training needs of UPP multidisciplinary teams in the Camps and arrange timely PSS refresher trainings, in line with UPP SoPs;
Strengthen the effective implementation of a “Case Management system”, in line with UPP SoPs;
Coordinate UPP Technical Supervisor, in order to ensure the effective application of the SoPs at Camp level, both in terms of technicalities related to the activities to be conducted at Camp level as well as to the technicalities related to the establishment of an effective Case Management system;
Technically coordinate (together with the Project Manager) the effective implementation of the project against its pre-established targets;
Monitor the technical implementation of the project, integrating the lessons learnt into the design of the way forward;
Develop relevant IEC materials to promote the awareness of the MHPSS services provided in the Camps;
Support the integration of MHPSS services with other sectors’ activities;
Build the capacity of UPP multidisciplinary teams in the Camps, on Group Counseling;
Deliver a 5-day Workshop on PFA and IASC guidelines, at Non-Camp level.
Tasks related to the development of Technical Material:
Develop a Manual for Child Counseling, in line with the directives of the SoPs.
Tasks related to the MHPSS Program/Project design:
Support the design of MHPSS-related projects and programs (together with UPP Project Managers/UPP management as well as together with the Donors/other Partners), by providing technical inputs.
Tasks related to Coordination:
Identify, liaise, and collaborate with International (i.e. UNHCR) and National (i.e. DoH-Erbil) partners involved in the MHPSS delivery.
Participate to Health and Protection Clusters as well as to other relevant MHPSS-related technical meetings.
Participate (together with the Project Manager) to the technical meetings with the Donor.
Deliverables:
Strengthen the technical capacity of the multidisciplinary teams in the Camps in line with the SoPs;
Develop a Manual on Child Counseling, in line with the directives of the SoPs;
Integrate the provision of MHPSS services with Group Counseling;
Monitor the Technical Supervisor;
Deliver the Workshop on PFA and IASC.
Qualifications and experiences:
A degree in Clinical Psychology is mandatory.
Fluency in English is mandatory.
Experience working as a Clinical Psychologist for a minimum of 2 years is mandatory.
Experience working as a Mental Health Technical Advisor in low- and middle-income Countries for a minimum of 1 year is mandatory is mandatory.
Knowledge of Arabic and Kurdish is an advantage.
Proficient in Microsoft Word, Excel and Power Point.
Problem solving approach.
Good communication skills.
