CEFA – European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian NGO who has worked in Kenya since 1992 transiting through Livelihood support, Food Security, Agriculture and Rural Development, Child Protection and Human rights during the last 30 years.
Summary of the program
CEFA’s experience in the criminal justice system is aimed at addressing the main systemic dysfunctional justice practices in Kenya and advocating for the improvement of the legal and policy framework.
In particular, since 2005 CEFA promotes structural reforms for a violence-free justice system for children and adults. Furthermore, CEFA is supporting the drafting and implementation of human rights national plans of action and minimum standards to effectively address violations of human rights against children, women and man in correctional facilities and police stations in Kenya.
A specific focus is given to enhance the capacity and the skills of the justice actors in Early Warning and Monitoring Mechanisms – EWRM and Human Rights Base Approaches -HRBA, through capacity-building of government staff, at national, county and institution level (Prison, Probation and Children Services departments, Police, Judiciary and local Administration) building a strong dialogue and partnership with them.
Moreover, awareness-raising campaigning on Human rights in the justice system is conducted with families, communities and media through participatory theatre methodologies.
ESSENTIAL FUNCTIONS
The PM will be responsible for:
1.Setting up of the Project. This will include participating in the recruitment of all local Staff, and facilitate procurement of basic project needs;
2.He/she is primarily responsible for the coordination, implementation of the project activities and ensuring the achievement of the CEFA strategy and project objectives.
3.Lead in project activity planning. This will involve review of original plans in site of possible changed situation and proposing for updates;
4.Project finance administration which includes planning and monitoring budget spends against program detailed implementation plans;
5.Coordination of project activities implementation in Kenya ensuring communication with project staff, CEFA administration, partners and CEFA Regional Coordinator;
6.Quality control of project inputs and outputs will be through a structured system especially using the SMART OVI’s along the project logframe;
7.Monitoring and support the production of high-quality reports, guided by the contractual obligations with the EC
8.Networking with stakeholders in the human rights sector and participate in coordination forums at both national and county level
9.Draft, edit, finalize and submit concept notes and proposals in line with identified needs and funding opportunities, and in coordination with the Country/ Regional Coordinator.
10.Participate in regular and ad hoc field assessments and data collection activities.
11.Perform other related duties as required.
POSITION REQUIREMENTS
Education
University degree in social sciences, development studies or a similar field. An advanced degree is an added advantage
Experience
Al least 5 years of experience in the management of projects in the Human rights sector.
At least 5 years of experience working with NGO’s or UN agencies.
Proven experience in project cycle management and administration procedures.
Prior experience in East Africa and Kenya is a strong advantage.
Specific Technical skills and knowledge
The ideal project manager should be an expert in human rights, preferably on issues related to criminal justice system in East Africa.
Good understanding of the programme management cycle including financial and operational processes.
Ability to work under pressure, without compromising quality of work
Proven ability to handle challenging work load with high attention to details
He/she should have good inter-personal skills, teamwork skills, staff management skills;
Excellent computer skills.
Strong social commitment; rigorous project management, communication and influencing skills are minimum requirements.
Cross-cultural experience, understanding and sensitivity; Ability to work in multicultural environments, and to adapt and work in difficult situations.
LANGUAGES
The candidate must possess a strong English written and oral communication skills.

Project Manager – Somalia

CEFA – European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian NGO established in 1972 in Italy and currently active in 9 countries in Africa, Latin America and Europe.
CEFA has been working in Somalia since 1992 mainly in the Middle and Lower Shabelle and in Puntland.
CEFA’s operations in Somalia are characterised by a participatory approach with the full involvement of the local communities in the action management cycle and by Public-Private Partnerships (PPP), an agribusiness venture that is funded and operated through a partnership of government, one or more private sector companies and CEFA.
In Somalia, CEFA has been implementing EU, Italian Cooperation, OCHA and FAO funded actions focused on:
Rehabilitation of irrigation infrastructures and canals
Training on good agricultural practices on oasis farming, date plantation, rice, sesame and horticulture marketing
Market research and pre-feasibility studies
Trail plots and seed selection
Fostering links to the market through public-private partnerships
Support of input suppliers and market
Introduction and adoption of alternative grain storage systems
Emergency interventions through cash for work and seed distribution
Responsibilities and duties
1.The project manager in liaison with the Consortium coordinator, ensure that the project activities are implemented as per the project work plan, in particular he/she will be in charge of the rehabilitation of the Primo-Secondario Canal and the promotion of agricultural activities with small holder farmers.
2.He/she will be responsible for providing technical support, coordination and supervision in collaboration with the local engineers and agronomist in Somalia aiming at:
a.Conduct the assessment and diagnostics of Primo-Secondario Canal, barrages and all related infrastructures and services to be rehabilitated in projects
b.Design, coordinate and implement all construction / rehabilitation works related to these structures in Somalia according to the needs and priorities based on the assessments
c.Supervise engineering calculations and basic technical designs and drawings according to CEFA standards and procedures
d.Strengthen agricultural value chains
3.He/she will lead the planning and implementation of community sensitization and the selection of beneficiaries under the supervision of the Consortium Coordinator and in partnership with local partners and stakeholders.
4.In liaison with the Consortium Coordinator, he/she will ensure the project suppliers and contractors are managed according to the work plan and the donor guidelines.
5.He/she will ensure the project is represented well and attend all the relevant forums-clusters, local authorities etc.
6.He/she will develop an M&E framework for the project and submit monthly report;
7.Disseminate the results of the project using a variety of media channels.
8.Participate in the design and preparation of project proposals in the areas of food security, environment, and nutrition.
Skills & Qualifications
Education: preferred Bachelor’s Degree in water engineer or related field;
Professional experience: at least 3 years of relevant experience as Project Manager, preferably in Somalia;
Languages required: English (excellent written and spoken) and preferably Somali;
Computer skills: excellent computer skills.
