Advocacy Manager

Context of the mission:
The deterioration of the situation in Libya has led to an increase in the number of migrants traveling on the Mediterranean route to Central Europe and since the closure of the border with Turkey, Italy became the main country of new arrivals. Over 180,000 migrants have landed on the Italian coast in the course of 2016
Since 2014, the port of Reggio Calabria is the main port of the region for disembarkation and the third in the whole of southern Italy (following Lampedusa and Pozzallo in Sicily). The Calabria is also one of the first regions in Italy for the presence of the first (mostly for unaccompanied minors) and second reception centers (SPRAR).
The Italian Mission MDM born in late October 2015, with the contribution of Medecins du Monde France and Medicos del Mundo Espana. In December 2015, first activities were launched in Calabria.
In the month of March 2016, Medecins du Monde France registered in Italy in order be able to fully operate in the country and starts a program in support of access to quality health services for migrants, asylum seekers and refugees at the port during landing and in first and secondary reception centers in Province of Reggio Calabria, with over 3000 direct beneficiaries during the year

The team is composed by:
A general coordination based in Rome
A Coordination team for Italy (3 staff)
A team to implement the project for access to health for migrants in the Calabria
TASKS AND RESPONSIBILITIES
Advocacy in MDM is evidenced based, meaning that we rely on our field work to build our advocacy messages. This implies that our advocacy focuses on the impacts on health of the political, security and social situation for Migrants and refugees in Italy.Therefore, the Advocacy Manager is in close relation with the field team, in particular regarding data collection and reporting. Our advocacy strategy targets local, national and international stakeholders. Considering the number of organizations (both national and international) involved in advocacy for Migration in Italy, coordination and co-construction is an essential component of the position.
MDM has a Communication department in Paris and 1 Advocacy officer for health and migration issues. The Advocacy manager is the communication focal point for the mission.
Development and implementation of the advocacy strategy:
Develop and consolidate the Advocacy strategy for the mission in coordination with the GenCo, the Desk Officer and the Country Referent
Propose an adequate advocacy action plan for the mission with innovative and effective advocacy actions: lobby tour, press releases, contacts with parliamentarians, reports, lobby, etc.
Integrate our field partners in the elaboration and implementation of the advocacy strategy – on relevant aspects.
Implement the advocacy strategy and action plan
Monitor closely and analyse the political environment and context of the Migrants in Italy and in Europe
Follow up the main political and diplomatic stakeholders’ agenda, statements and movements, which could lead to regular adaptation and update of the strategy and initiate reactive advocacy actions.
Follow-up the daily situation and react to events that could trigger an advocacy position
Training of the teams:
Sensitize the teams about advocacy and involve them in advocacy actions
Empower the team to conduct advocacy actions
Train or co-organize advocacy trainings
Elaboration of advocacy supports:
Support the teams in collecting adequate and reliable data to be used in advocacy
Train the field teams to collect testimonies
Elaborate factsheets highlighting advocacy messages from our field data on the different areas of the startegy
Propose and review relevant investigations/reports
In coordination with HQ press department, prepare press releases
Maintain the advocacy contact database
Propose and elaborate advocacy material, innovation welcome
Coordination, networking:
Develop networking among NGO, Governmental actors, press, university, UN, community, media, etc.
Maintain regular communication with major stakeholders including political authorities, diplomatic representations, international organizations, local and international NGOs.
Strengthen current partnerships and support with MDM local partners especially in advocacy.
Develop exchange practices and methodology.
In coordination with the GenCo, the Desk Officer and the Country Referent, create and maintain contacts with relevant stakeholders in France and Brussels
As Communication Focal point for Palestine:
Facilitate the communication and follow up of the Communication department in the mission of Palestine with MDM staff.
Proposes and contributes to media interventions: press releases, press trips, opinion column, interviews, etc.
Centralise the communication material
PROFILE
Professional experience:
At least 5 years of Experience with relevant jobs in a humanitarian organization / humanitarian context – emergency context is an asset
At least 3 Experience in advocacy – humanitarian advocacy an asset
Experience in public speaking and in negotiations and relations with partners and authorities
Required Skills:
Excellent analytical skills, especially for complex political context
Excellent representation and diplomatic skills / Ability to defend advocacy position in front of external actors
Excellent writing skills
Excellent management of Windows environment (Word, Excel…)
Excellent level of English (spoken – written – read); Italian are assets. French is a plus
Strong organisational skills / Rigor / Ability to classify and to manage priorities
Capacity to take initiatives and propose innovative solutions / Adaptability to a possible changing context
Knowledge of data analysis and documentation for advocacy purposes
Knowledge of how to use policy, research, lobbying, public campaigning, media and digital work to influence a political agenda.
Resistance to stress in tensed security context and heavy workload
Ability to keep a distance and to withstand being drawn into Israeli-Palestinian conflict
Driving licence (for manual cars) an asset
Appreciated qualifications:
Skills in graphic design, video, photo editing, and web development applications (would be a plus)
Experience in sexual & reproductive health, protection or mental health project is an asset
